Description
Request for Information. The National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center, MacDill AFB, FL (hereinafter referred to as Government) intends to purchase an aircraft Audio Communication System (ACS) for a refurbished P-3 aircraft. The purchase will include spares, maintenance and repair documentation for the ACS and the option to purchase additional systems within the next two years. The purpose of this request for information is to determine (1) if there are small business concerns capable of satisfying the Government's requirements; (2) availability of Commercial Off-The-Shelf (COTS) systems; and (3) the extent to which commercial items or non-development items could be modified by the manufacturer to meet Government needs OVERVIEW - NOAA AOC operates and maintains a fleet of three WP-3 Orion aircraft. Two of the AOC WP-3 aircraft have functional, but aging, AIC-22 analog ACSs, the third WP-3 is equipped with an AIC-22 system installed at the flight crew stations only. These aircraft are scientific research platforms with a flight crew of 4, and an additional crew of up to 17 scientists and mission equipment operators. All aboard require interface to the ACS. The special mission of the AOC requires a high degree of communications between the relatively large number of science crew members and the flight crew. The digital audio system for the AOC WP-3 aircraft must be not only functional and reliable, but also require minimal training for proper operation of the crew member interface boxes. REQUIREMENTS - The existing ACS systems including all components and wiring will be removed by NOAA AOC technicians and replaced by NOAA AOC technicians with the system acquired by the future solicitation. The system shall be a COTS system or existing US military aircraft system, with minimal customization as necessary to meet the requirements. The ACS shall include all components, software, systems and documentation necessary for system integration and full operation including a block diagram of major components and their interconnections. System shall have the following: 1) consist of one or more digitally controlled central units that shall manage system operation 2) system capability - a) passenger address system, b) ICS, c) ICS local network, d) ICS1 and ICS2 network, e) warning alerts, f) communications radios, g) navigation radios, h) degraded operation, i) control unit failure, j) Stuck PTT/Microphone. Delivery no later than 9 months after contract award. Warranty period shall be a minimum of 1 year. There shall be an established repair facility with established repair cost pricing valid for up to 5 years after expiration of the warranty. NOAA will consider all comments, supportive or critical, but may or may not use these individual comments. In addition to comments, those interested are requested to provide a budgetary estimate for the System as specified herein. Interested Sources are also encouraged to submit product literature in response to this RFI. Any submission of such product literature or "catalog cut sheets" will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposals. All questions should be directed to the Contracting Office. Responses should be submitted to the Contracting Office, no later than close of business July 17, 2009. This RFI is issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotes (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to this notice will not be returned. In submitting a response, you are solely responsible and accountable for all of the expenses associated with your response.
