- Description
- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Polymers Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Beckman Coulter, Inc, Brea, CA, for the purchase of components for a ProteomeLab XL-I Protein Characterization System. Sole Source determination is based on the following: NIST requires three components (Internal Fill 6-Channel with Sapphire Windows, Flow-through Centerpiece Cell with Glass Windows, and 3mm Centerpiece Cell with Sapphire Windows) that will be directly integrated with a ProteomeLab XL-I Protein Characterization System that is being procured under FAR Part 8 as a GSA Schedule procurement. The three components are assembled as a cylinder and integrated with the system to spin at a very high speed. Therefore, the components must be 100 percent compatible with the ProteomeLab XL-I Protein Characterization System. Beckman Coulter is the sole manufacturer and distributor of the components that are required to satisfy the Government’s minimum requirements. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 24, 2009, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
