Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with the University of Maryland, of College Park, Maryland, to provide the development of metrology techniques for nanomanufacturing and fabrication techniques for the nanolithography of atom-based standards and metrology utilizing atomic scale imaging needed at NIST, Gaithersburg, Maryland. The University of Maryland is a world expert in UHV-STM of Si, and Si processing for creating metrology structures. This contract is for funding work on a critically important on-going for the three (3) year project. Much research has been performed by the University of Maryland for this work and therefore, they own a great deal of proprietary knowledge which is not transferable. Methods have been developed for wet chemical processing and passivation of Si structures while accurately preserving their geometric form at the nanometer scale. Special imaging, instrument design, and vacuum procedures have also been developed. The University of Maryland is the only known source for the requested services. *****The North American Industry Classification System (NAICS) code for this acquisition is 541712, and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 17, 2009 will be considered by the Government.
