PLACE OF PERFORMANCE: Pristina, Kosovo 8. POSITION DESCRIPTION: A. Background Kosovo's stability and integration into Europe are critical for lasting peace in southeastern Europe. Following its declaration of independence in 2008, Kosovo is transitioning from eight years as a United Nations (UN) protectorate after NATO's successful intervention to stop ethnic cleansing. Peace and stability in the Balkans and integrated, free markets are important European and U.S. foreign policy interests. Kosovo established an “International Civilian Office” to ensure that Kosovo meets democracy and human rights standards, particularly related to minorities. Among the many political and economic uncertainties of this process, the new Kosovo state has not been recognized by either Belgrade or many Kosovo Serbs. This has left ambiguity regarding the departure of the UN Mission which had administered Kosovo, and the start up and role of the new European Union Rule of Law Mission, whose central aim is to assist and support the Kosovo authorities with police, judiciary and customs. In this complex environment, USAID is helping a newly independent Kosovo build effective and transparent institutions capable of governing. High unemployment, growing concerns about corruption, and the slow pace of inter-ethnic reconciliation threaten to impede Kosovo's development. Accordingly, USAID aims to stimulate economic growth and job creation for a young population, foster good governance and democracy, lay the foundations for rule of law, and support the emergence of a viable private sector and civil society. The program also includes confidence-building measures to address underlying causes of conflict and to improve inter-ethnic harmony. USAID/Kosovo is a medium-sized mission with 95 staff positions (9 USDHs, 5 PSCs, and 81 FSNs) working in six offices: Program and Project Development; Economic Growth; Democracy and Governance; Controller; Executive; and Director's Office. USAID/Kosovo has an active portfolio of approximately $150 million. The FY 2008 program budget was $75.6 million, which supported assistance through 29 implementing partners and numerous sub-awards. In addition, the Mission programmed another $28 million from a supplemental appropriation. The FY 2009 budget is expected to total $60 million. The Mission's FY 2009 operating expense budget is approximately $3.8 million. The USAID Regional Services Center in Budapest provides procurement and legal services. B.Basic Function of the Position Based in Pristina, the Project Development Officer (PDO) reports directly to the Program and Project Office Director. S/he will serve as an expert advisor on program design, management, implementation, monitoring and evaluation issues. C.Duties and Responsibilities 1.Serves as the resident expert on USAID and Mission-specific processes and requirements for design and formal approval of all new and amended projects and activities. 2.Contributes to the planning and design of strategies, new projects or activities, project or activity amendments and related statements of work or program descriptions. 3.Advises technical staff on the preparation of Activity Approval Documents and MAARD packages, including the Approval Memo, waivers, checklists, and other required documentation. 4.Reviews or arranges to review proposals for new projects or activities, or unsolicited proposals. 5.Assists the PPO Director in the analysis, review, and monitoring of projects and activities through the design, procurement, implementation and close-out stages. 6.Assists the PPO Director in developing and approving Global Development Alliance programs. 7.Leads the design and development of programs, activities, feasibility studies, analyses and evaluations. 8.Collaborates with Mission Assistance Objective Teams (AO Teams) and other staff to identify and arrange for services of experts to assist with these efforts. 9.Convenes and leads meetings as needed to address project or activity issues. 10.Manages semi-annual portfolio reviews of all Mission projects and activities. 11.Prepares and maintains Mission Orders pertaining to programming functions and operations. 12.Advises and supports the PPO Director regarding ensuring adherence to the Foreign Assistance (F), Agency, Europe and Eurasia Bureau, State/EUR/ACE and Mission policies and directives. 13.Contributes to the preparation of the Mission’s annual Operational Plan and Performance Report. 14.Advises on the preparation and implementation of the Mission’s Performance Monitoring Plan. 15.Assists technical staff in procurement planning so that obligation of funds in made in a timely manner. 16.Develops and provides training for Mission staff in the above areas to ensure that staff acquires project development skills. D. Direct Supervisor: Program and Project Office Director E. Supervisory controls: Minimal. Incumbent is expected to act independently with little direction. The incumbent will have no supervisory functions, but must coordinate his/her work closely with staff in both the Program and Project Office (PPO) and in the technical offices (Democracy and Governance and Economic Growth). REQUIRED QUALIFICATIONS AND EVALUATION CRITERIA: Candidates will be evaluated and ranked based on the following selection criteria: 1.Education (20 points): A Masters degree is required. Preference will be given to public or business administration, economics, political science, international relations/development or related field. 2.Work Experience (40 points): A minimum of ten years of professional experience in project design and implementation, and monitoring and evaluation, preferably for U.S. Government agencies. 3.Knowledge, Skills, and Abilities (40 points): Knowledge of USG laws, policies, regulations and procedures related to international development assistance. Knowledge of USAID’s project development process and the principles of good project design, monitoring and evaluation, is required. A working knowledge of the Balkan region, and transition economies is preferred. Excellent written and oral communications; analytical; management; and interpersonal/teamwork skills required. Computer skills, including the development and management of spreadsheets, tracking systems, etc., and the ability to interpret, organize and present data to a variety of audiences preferred. Proven ability to mentor USAID staff in project development skills required. Ability to work in teams necessary. The successful candidate will be selected based on his/her qualifications, results of reference checks and an interview, and presentation of sample project design documents. LENGTH OF CONTRACT The Personal Services Contract will be for 24 months with possible extensions up to a total of five years, subject to program needs and availability of funds and provided that performance has been satisfactory. LOGISTICAL SUPPORT Assignments of U.S. personnel to Kosovo are accompanied. Spouses and dependents over 21 years of age are authorized to accompany the contractor to post. Current post danger pay for Pristina is 20%. Current post differential pay is 20% and cost of living allowance is 10 %. Please note that all allowances are subject to change. FICA and federal income tax will be withheld by USAID. In addition, employees will be authorized the standard household effects (HHE) limited shipment allowance for furnished post (7, 200lb), standard airfreight (250 lb. for the employee; 200 lb. for an accompanying spouse or other EFM) and shipment of POV. USAID/Kosovo will provide the contractor with suitable housing and office space and equipment, consistent with mission standards and requirements. The Contractor will have post privileges, such as check cashing, medical care, and in-coming and out-going personal mail service in accordance with USEP rules and regulations. PERIOD OF SERVICE The target start date for this position is September 2009. Within 15 days after written notice from the Contracting Officer that all clearances have been received or, unless another date is specified by the Contracting Officer in writing, the Contractor shall proceed to Pristina to perform the above services. 9. OTHER REQUIREMENTS: This position is opened only to U.S. Citizens. The selected candidate must obtain a security clearance (Secret) and all required medical clearances. 10.
