Description
RECOVERY - Install Silt Density Index Equipment - Replacement and Installation of 24 units, Yuma Desalting Plant, CRBSP, Title I, PROJECT- LC12926YDP002 THIS SOLICITATION IS BEING ADVERTISED AS A NONCOMPETITIVE SOLE SOURCE SOLICITATION. As provided under FAR 6.302-1, this Project will be solicited on a noncompetitive basis as "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements." This project is being funded under the American Recovery and Reinvestment Act of 2009 (ARRA). The Bureau of Reclamation (Reclamation) has a requirement for 24 continuous stream Silt Density Index (SDI) Analyzers (Federal Supply Class #52) and 24 SDI repair kits in support of advanced water treatment research and tests at the Yuma Desalting Plant (YDP) and Water Quality Improvement Center (WQIC). SDI Analyzers are critical as they measure the likelihood of the clogging or plugging of the reverse osmosis membranes. If the reverse osmosis membranes clog, it is extremely costly to repair or replace them so a reliable instrument is needed. The SDI units currently in use were developed in the early 1980's. They are suffering from severe operational and maintenance problems and need to be replaced as soon as possible. The SDI Analyzers to be purchased by Reclamation are only manufactured by a small business called Chemetek, located in Portland, Oregon. All manufacturing will be done at Chemetek's facility in Portland. The SDI Analyzers manufactured by Chemetek are highly specialized units that operate with unique and patented water borne particulate-measuring apparatus (U.S. Patent # 5253514). Chemetek's SDI Analyzer has been tested by at the YDP and WQIC and performance-wise was found to be functionally superior to any other water borne particulate-measuring apparatus that have been tested on site by the YDP personnel or that are available on the commercial market. As there are no known commercially available SDI's that meet the specific needs of the YDP, the Government intends to solicit this requirement on a noncompetitive basis. The NAICS Code identified for this action is 334513 - Instruments and Related Products Manufacturing forMeasuring, Displaying, and Controlling Industrial Process Variables and the Small Business Size Standard is 500 employees. Award is anticipated in mid November 2009. The project period of performance is anticipated to begin November 15, 2009 with an anticipated completion date of September 15, 2010. The resulting contract will be a firm fixed price type. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency.
