- MARKET SURVEY AND BIDDERS LIST DEVELOPMENT – SOURCES SOUGHT REQUEST FOR MEDICAL PROVIDER REGISTRY, DATA MANAGEMENT AND DATA SEARCH SYSTEMS. The purpose of this Source Sought Notice is to gain knowledge of potential qualified sources (i.e., vendor, government, commercial, etc.) that can provide a list of medical providers, a data management system and/or an intelligent search engine to support a national vendor file for the Social Security Administration (SSA). This Sources Sought Notice is not a request for proposal and in no way obligates SSA to award a contract. This Sources Sought Notice contains the currently available information. One of SSA’s current missions is the improvement of case processing and decision making for claimant disability cases. SSA has made the commitment to modernize their Information Technology (IT) infrastructure and capabilities for the enhancement of requests, receipt, and decision making of disability cases. SSA is conducting an analysis of the agency’s need for a national vendor file containing medical providers to support its disability applications. As the agency’s disability program and supporting systems have grown in complexity, the need for a standardized, national vendor file has become important to improving the way SSA does business. The purpose of this Sources Sought Notice is to seek information regarding companies with existing registries of medical providers, data management software, and/or intelligent search engine products, and the functionality and scope of these software products, in order to identify a solution that meets the business requirements specified below: REQUIREMENTS: SSA seeks to identify a solution that will assist approximately 20,000 nationwide users in a web-based environment. These users will need to access approximately two million vendor records initially, but the solution should be scalable to at least four million records. The solution should provide one or more of the following: Registry of Medical Providers, Data Management System, or Data Search requirements. Note: Vendor responses to sections A, B, and C are not required. A vendor may respond to one of the three sections and still be considered in the research. However, if a vendor responds to multiple sections according to the categories below, the response should be consolidated into 1 submission. A. Registry of Medical Providers: SSA requires information regarding companies that are trusted sources of medical provider data. The vendor should have a comprehensive, nationwide list of medical providers, and the depth of detailed knowledge known about the medical providers including the following: 1. Services provided by the medical providers 2. Specialties provided by the medical providers 3. Relationships with other medical providers within their practice 4. Relationships to other medical providers outside their practice 5. Relationships to facilities, hospitals, clinics, or schools, etc. 6. DUNS number if applicable 7. NPI number if applicable 8. Treatment address 9. Mailing address 10. Payment address and/or electronic payment information In addition to addressing the numbered list above, also explain in detail your adherence to privacy, security, and legal regulations in the transmission of provider data. B. Data Management System: SSA requires information regarding companies that can deliver a data management solution that is highly configurable and scalable, can analyze, cleanse and normalize data as needed, and provide rich and robust search capabilities to satisfy a myriad of different data relationships and associations. Describe the functionality and scope of the solution according to the business requirements specified in the numbered list below. 1. Search – Robust and comprehensive search capability that enables users to find data through a variety of search options. Advanced search features should include fuzzy matching (intelligent search capability, listing associated matches and including an alternate suggestion feature), result relevance to query, sorting, filters and multiple views. 2. Data Relationships / Hierarchies – Manage a medical provider’s sub– and sibling organizations. Must be able to support one–to–many and many–to–many data relationships and associations, including multiple locations, departments and offices within a hospital, etc. 3. Customizable and Scalable – Define and create data keys, alternate keys and data relationships. Out–of–the–box templates should be available, as well as the ability to customize the templates. 4. Address Formatting and Verification – Accommodate both domestic and foreign addresses. Provide address validation to ensure accuracy. Must also be able to easily maintain address information. 5. Sort Filters – Present the data in a logical, well–organized, easy–to–read/easy to use format. 6. Report Generators – Provide various reporting features through out–of–the–box templates, plus metrics, custom reports and queries. Also address the possible result formats (such as.doc,.xls,.csv, xml) 7. Users – Accommodate thousands of simultaneous users from across the United States and its territories, as well as foreign countries such as Canada. 8. Fiscal Information – Accept and maintain a provider’s fiscal (payment) information such as DUNS number, EFT payments, multiple payment addresses, etc. 9. Data Cleansing and Normalization - Organize data in a database, create tables and establish relationships between those tables. Provide record checking capabilities to ensure the data is correct, accurate and consistent. Provide de-duplication processing to eliminate redundant data and normalize the data. 10. Role Base Access – Allow specific roles to provide for the administration, maintenance, access, and general integrity of the database. C. Intelligent Search Engine: SSA requires information regarding companies with a software product to conduct robust and comprehensive searches enabling users to find data through a variety of search options (provider name, specialty, geographic area, phone number, etc). Present your advanced search features, abilities, and response time for capacities of 4 million records and above. Include the functionality, makeup, scope and capacity of the search engine in order to identify a solution that meets the business requirements specified in the numbered lists below: 1. Search – Robust and comprehensive search capability that enables users to find data through a variety of search options. Advanced search features should include fuzzy matching (intelligent search capability, listing associated matches and including an alternate suggestion feature), result relevance to query, sorting, filters and multiple views. 2. Sort Filters – Present the data in a logical, well–organized, easy–to–read/easy to use format. Other requirements the solution should adhere to include: • SSA Security Protocols as indicated in the following: i. OMB Circular A130, Appendix III, Guidance on the “Security of Federal Automated Information Systems” http://www.whitehouse.gov/omb/circulars/a130/a130appendix_iii.html ii. Electronic Government (EGov) Act, Title III, Federal Information Security Management Act (FISMA) of 2002 http://csrc.nist.gov/drivers/documents/FISMA-final.pdf • Section 508 Compliant: i. Requirements for accessibility based on Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) are determined to be relevant to this notice. Specifically, SSA is performing market research on the availability of research which fully complies with all technical provisions listed under sections 1194.21, 1194.22, and 1194.31 of the Section 508 law (www.section508.gov). • Integrate with SSA’s enterprise architecture for databases (e.g. DB2, Oracle) INSTRUCTIONS: To respond to this Sources Sought Notice, the Vendor must provide the following information: 1. General information about your firm: Company Name, Address, Point of Contact with Telephone and FAX numbers and e-mail address, GSA Schedule Number (if applicable), DUNS number, and TAX ID number. 2. A description of the solution, which meets requirements and describes the System’s capability to meet each requirement. The response to each requirement must include paragraph numbering identifiable to the requirement listed above. 3. Description of programming, customization and implementation services for a system deployment -- -- Include specifically any product capabilities centered around Service-Oriented Architecture (SOA) and SOA-based delivery/implementations. 4. Training programs for the system. 5. Maintenance and technical support programs. The information contained in this Sources Sought Notice will be the only information provided by the SSA during the sources sought process. All qualified sources should respond to this Notice by submitting an information package in accordance with the instructions provided. The Government will not return any submitted information to the supplier. Contractors shall submit information in response to this Notice, at no cost to the Government.
