Description
The Bureau of Reclamation, Mid-Pacific Region intends to issue a Request for Proposals for a region-wide Indefinite-Quantity, Indefinite-Delivery Multiple Award Construction Contract (MACC) for general construction services. The types of construction services that will be covered include, but are not limited to: - Earthwork, including in-stream work, rip-rapping, hauling, excavating, and grading. - Road work, including asphalt, concrete, drainage, underlayment, and surfacing. - Roofing, including roof replacement, flat roofs, composite roofs, metal roofs - Fencing, including barriers, concertina wire, link chain fencing, and gates - Painting and applying protective coatings - Building maintenance and repair - Energy efficiency upgrades - Mechanical work, such as replacing heating and cooling systems with similar systems. - General carpentry/construction tasks This solicitation is a 100% competitive 8(a) set aside. The NAICS Code is 237990 and the related small business size standard changed to $33.5M. Offerors are limited to firms with a place of business in the Mid-Pacific Region, as described below. Basic contracts will be awarded to approximately three contractors. As the Government has a need for performance under the contracts, individual tasks will be placed with contract holders in accordance with the procedures at FAR 16.505(b). The estimated performance period for the IDIQ contract, including all options, will be five years. The period of performance for each task order will be determined on a case-by-case basis. The guaranteed minimum per contract will be $15,000. The maximum amount for each contract year will be $10M ($50M if all four option years are exercised). The Mid-Pacific Region is bound on the West by the Pacific Ocean. On the North, it generally stops slightly past the California-Oregon border, however it does include most of Klamath County in Oregon,. On the East, it covers most of Nevada, extending as far as Elko, Whitepine, Lincoln and Nye Counties. On the South, in Nevada it extends to the uppermost portion of Clark County and most of Esmeralda County. In California it extends as far South as Ventura County and includes portions of Los Angeles County. Mono County, Inyo County, and the eastern half of Kern County are not included. It is anticipated the solicitation will be released approximately July 28 2009 and proposals will be due August 27, 2009. The solicitation must be downloaded at http://ideasec.nbc.gov website; Except for drawings, no paper copy of this solicitation will be distributed. Offerors wishing to acquire the drawings must register on the bidder's list at http://ideasec.nbc.gov. The drawings, specifications, and bidder's list will only be available once the solicitation posted. Prospective contractors MUST be actively registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov to be eligible for award.
