- Description
- The 10th Mission Support Group, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado has received a Sole Source justification to continue the lease for the MicroScan Walkaway chemical analyzer, reagents, suppiles and service form Siemens Healthcare Diagnostics. This contract will be written for a base period of 1 year with one option year via modification to add within scope work to contract number FA7000-07-F-0114. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34 01 Jul 2009. The North American Industry Classification System Code [NAICS] is 325413 and the size standard is 500 employees Siemens Healthcare Diagnostics is the only source that can meet the needs of the government for the following reasons. The current MicroScan Walkaway chemical analyzer has been in place in the USAFA laboratory for 5 years. To change analyzers and perform the FDA required validation studies would be cost prohibitive. Approximately three months of new studies and calibration would be required to bring in a new analyzer. In addition, the USAFA laboratory does not have the room to accommodate additional analyzers while the studies and calibration are being conducted. The laboratory staff would need to be retrained to use the new equipment at at significant additional cost to the government as well. Patient care would be adversely impacted if the current analyzer were to be replaced during the time that the testing and calibration is being conducted. Place of performance will be at the 10 th Medical Group laboratory at the U.S. Air Force Academy, CO. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required lease for the current MicroScan Walkaway, reagents, supplies, and service that meets all of the features and functions of the requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide all services with properly qualified personnel as identified in the agreement. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 1200 PM MDT on 20 Jul 2009. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
