Description
NASA/GSFC is hereby soliciting information about potential sources for Architectand Engineer Services (A&E). The A&E will provide architect and engineering services insupport of the NASA/GSFC Facilities ManagementDivision (FMD) located in both Greenbelt,MD and NASA Wallops Flight Facility (WFF) in Wallops Island, VA. These services arerequired for projects to modify, rehabilitate, repair, or construct new research andinstututional facilities including offices, electronics and chemistry laboratories,cleanrooms, testing and integration facilities, launch support facilities, and computerrooms at these locations. Work may also include roofing, infrastructure and undergroundutility projects. The project size will typically range in value from $250,000 to$50,000,000 total construction cost. These projects will be issued on an indefinitedelivery, indefinite quantity task order basis.Required services for projects may include the preparation of conceptual engineeringstudies, final designs, and follow on services. Final designs typically include includemulti-discipline field investigation, engineering and drafting, implementation planning,construction bid documents preparation and cost estimating. The discipline requiredinclude project management, architectural, civil, structural, mechanical, electrical, andspecialty engineering as required for unique projects.The A&E shall be required to have Leadership in Environmental and Energy Design(LEED)accredited professionals assigned to designated NASA projects to coordinate the LEEDprocess (including documentation during construction).Some projects may require the A&Efirm to provide a third party commissioning authority.Designated projects shall requirea minimum LEED Silver Certification by the U.S. Green Building Council. NASA requiresthat sustainable design principles be incorporated into all projects.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Responses must include the following: name and address of firm, size of business;average annual revenue for past 3 years and number of employees; ownership; whether theyare large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of yearsin business; affiliate information: parent company, joint venture partners, potentialteaming partners, prime contractor (if potential sub) or subcontractors (if potentialprime); list of customers covering the past five years (highlight relevant workperformed, contract numbers, contract type, dollar value of each procurement; and pointof contact - address and phone number). Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto.
