Description
NASA/KSC has a requirement for the Renewal of LabVIEW software licenses associatedwith an existing Multiple Seat License Agreement. KSC requirement consists of:VISUAL DSP++ INTEGRATED DEVELOPMENT ENVIRONMENT AND LABVIEW KIT, 1 EA. integratedSOFTWARE DEVELOPMENT AND DEBUGGING ENVIROMENT THAT ENABLES EFFICIENT MANAGMENT OF DIGITALSINGLE PROCESSOR (DSP) PROJECTS FROM STRAT TO FINISH FROM WITHIN A SINGLE INTERFACE. VISUAL dsp SUPPORTS ALL ANALOG DEVICES PROCESSORS FAMILIES NASA/KSC intends to purchase the items from Arrow Electronics, Inc. which is the onlydistributor of LabVIEW that meets our requirement entirely. LabVIEW is a graphicalprogramming and serves as the primary software for data acquisition and instrumentcontrol at NASA Kennedy Space Center. The software is needed to conduct tests andexperiments at NASA/KSC. In addition, NASA researchers use LabVIEW to develop softwarefor data analysis and for conducting tests in other facilities. Changing to a productother than LabVIEW would require six months or more to re-write software and addresscompatibility issues. This would significantly impact the operation of NASA facilitiesand NASA's ability to meet current project milestones. The Government intends to acquirea commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forthin FAR Part 13.Interested organizations may submit their capabilities and qualificationsto perform the effort in writing to the identified point of contact not later than 12p.m. EST on July 17, 2009. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis. A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government. Oral communications are not acceptable in response to thisnotice. All responsible sources may submit an offer which shall be considered by theagency.
