- The Naval Research Laboratory (NRL) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1), only one responsible source. NRL will negotiate with IR Cameras, Incorporated, 1600 Providence Highway, Walpole, MA 02081-2553, for a Luna DR Camera System-Santa Barbara Focal Plane. The NRL has been tasked with the support of a wide variety of airborne and laboratory data collections for internally and externally funded programs. The NRL uses mid-wave infrared (MWIR) imaging systems to take high spatial and thermal resolution images of land and in-water targets. These systems are specified by the sensitivity and size of the detector at the core of the imager. The output imagery must be acquired with GPS/INS information provided by ancillary instruments in order to geolocate the data with sufficient accuracy. The NRL requires a MWIR imaging systems which can be integrated with existing and expected NRL imaging and GPS/INS hardware, and with all the specifications attached to this document. One of the principle requirements is the ability to record high spatial and thermal resolution infrared imagery synchronized with other imaging and data collection systems. To meet this requirement a system consisting primarily of a MWIR imager, data collection system, and associated interconnects is necessary. NRL scientists have been working in this area for many years, and have utilized a variety of these types of systems. There are already data collection systems and associated interconnects in place, which would require expending manpower and monetary resources to modify these parts of the system. This requirement is for the purchase of a new imaging system to integrate with existing NRL systems and for high spatial and thermal resolution MWIR imagery capability to support several NRL missions. The MWIR system identified was the only one available that met the stringent spatial and thermal requirements, and would also interface with existing NRL assets.
