- Iron Steel Price Template RFQ Document This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. HSFEHQ-09-Q-0100 is issued as a Request for Quotation (RFQ) pursuant to FAR Part 12 and Part 13. It is anticipated that multiple Blanket Purchase Agreements (BPA) (see FAR 13.303) will result from this synopsis/solicitation. The Period of Performance will be a base year with an option for four additional option years. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34. This is a Total HUBZone Set-Aside. The NAICS code is 331111. A written RFQ is provided with this synopsis/solicitation which provides the contract line item descriptions and applicable terms and conditions. The requirement is for raw iron and steel material as ordered throughout the BPA period of performance. The contractor shall deliver the order within ten (10) calendar days of reciept of the order.The delivery address for the items will be FEMA Cumberland THSS, 11601 PPG Rd, Cumberland, MD 21501. Offerors shall complete the Price Template provided with this synopsis/solicitation. This template provides the majority of the items that will be purchased under this BPA, although in accordance with FAR 13.303 additional items within the class of supplies may be purchased. The prices for these items will be competitively established at the time of the order. The Offeror shall complete ONLY the cells highlighted in Yellow. The Price proposal shall not include locked cells, hidden cells or hidden formulas. Offerors shall email the Price Template spreadsheet, along with three (3) past performance references to verify successful delivery of similar items, to the Contracting Officer in accordance with the instructions below. Additionally, the Offeror shall include the contractors name, contact information, and DUNS number. The Offeror shall complete 52.212-3 Offeror Representations And Certifications or complete the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. If the Offeror completes 52.212-3 it shall be provided along with the Price Template and the past performance references. The Government will establish BPA's with Offerors whose offer represents the best value to the Government. The Government will consider the Offerors past performance and price and make a best value determination. FAR clause 52.217-5 EVALUATION OF OPTIONS (JUL 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). Offerors must submit all questions concerning this synopsis/solicitation in writing via email. The email shall identify the solicitation number in the subject line. Questions must be received no later than July 16, 2009, 6:00PM EST. Questions received after this date and time will not be considered. All responses to the questions shall be made in writing and included in an amendment to the solicitation. Quotations are due July 23, 2009 not later than 3:00pm Eastern Standard Time. Quotations will be accepted via email to Mary.Petruzzo@dhs.gov.
