Description
The Social Security Administration (SSA) intends to purchase software particular to one manufacturer as set forth in the Federal Acquisition Regulation (FAR) 6.302-1(2) “Only one responsible source and no other supplies or services will satisfy agency requirements.” As it stands, Look Software Inc. is the only known manufacturer of the abovelisted software. NewLook software is used as the Graphical User Interface (GUI) front-end for the Modernized Integrated Disability Adjudication System (MIDAS) case processing system. The software is also used by the Office of Disability and International Operations (ODIO) and some of the Disability Processing Branches located at the Payment Service Centers. These centers assist the DDS offices in processing disability claims. The NewLook product runs on an IBM iSeries processor as an SSA centralized case processing production system. This proprietary NewLook product provides critical support to MIDAS and to the eDib initiative for the state DDS offices. Continued maintenance is required to support the state DDS offices in order to allow the processing of disability claims without interruption. Any vendor capable of providing software that can perform the essential requirements must present electronic/written evidence of such capabilities by July 15, 2009. The evidence must include a discussion of how the software would satisfy the proposed requirements. The Government does not intend to pay for information received and does not intend to provide evaluation result to the sender.
