Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W58RGZ-09-T-0505. It is the Governments intent to award a Time and Materials type Purchase Order for the Investigation/Analysis of Category I (CAT I) Product Quality Deficiency Reports (PQDRs) on GTCP36 Series Auxiliary Power Units (APUs) and their Components for AH-64 and UH-60 Platforms. The objective of this Purchase Order is to obtain engineering services for performing an expedited 45 work day analysis of Aviation CAT I PQDR exhibits. Because CAT I PQDRs have the potential to cause serious injury or death, the Government considers the analysis of each exhibit to be an urgent task. All required analysis and reporting shall be completed within 45 work days after receipt of the exhibit, PQDR, and disposition instructions. The proposed period of performance is from 1 October 2009 thru 30 September 2010. Authority Cited: Statutory Authority permitting other than Full and Open Competition for this requirement is 10 U.S.C. 2304(C)(1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled- Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be sole source to Standard Aero (Alliance) Inc., 1029 Ross Drive, Maryville, TN 37801-8272. Standard Aero is the only source capable of providing the necessary support within the timeframe needed because of their experience, engineering, and technical expertise, and the possession of the existing tooling and Technical Data Package (TDP). The Government has only limited data rights to the TDP for the GTCP36 Series and its components. The TDP is necessary to achieve the Investigation and Failure Analysis necessary to support the Aviation CAT I PQDR Program.
