- This is a sources sought synopsis for acquisition planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation (Reclamation) is seeking responsible sources having capabilities to perform construction work to perform piping repair, modification, and replacement at Hoover Dam, Nevada. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 238220, Plumbing, Heating, and Air-Conditioning Contractors, size standard of $14.0M. The contractor shall provide all labor, equipment, material and supervision to perform the following principal features of the work, including but not limited to: (1) Removal and disposal of deteriorated piping, including lead abatement efforts when necessary due to lead in the coating of the old pipe. (2) Design, supply, and installation of new piping. (3) Modification of piping systems, including piping design incorporating new components (such as valves and strainers) to improve the operations and maintenance of plant systems. (4) Cleaning out portions of existing piping systems and applying protective coating to extend the life of the systems. (5) Design and supply of piping supports, valve access platforms, and valve access ladders. (6) Painting the external surfaces of piping. The following four types of piping work are contemplated: (1) Replacement of piping systems and portions of piping systems due to deterioration. This work involves removal and replacement of old piping which is not serviceable due to corrosion, erosion, and cavitation. (2) Installation of new piping and new piping systems. (3) Modification of piping systems including re-routing piping and adding components such as valves and strainers) to improve operations and maintenance of plant systems. (4) Cleaning out existing piping systems to remove obstructions and apply protective coatings to extend the life of the systems. Interested parties must demonstrate that the firm is ASME certified and has ASME certified welders. Firm must have past experience installing high pressure piping and structural components in a power plant or industrial facilities. Capability statements are to be submitted not later than July 29, 2009. The capabilities package submitted should demonstrate the firm's experience, capability, and qualifications to perform the principal components of work listed above. Packages should include the following information: (1) Provide business name, address, DUNS number, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. (2) Demonstrate the firm's experience by providing a list of comparable projects completed within the past five years in which your firm completed pipeline repair, modification of piping systems, and installation of new piping and new piping systems. For each project listed, provide the following: a brief description of the work performed, project title, dollar value of the job, facility name, facility location, and the customer's contact name and phone number for the work completed. Capability statements shall not exceed five pages in length. (3) Demonstrate ability to obtain bonding and perform lead abatement. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of potential contractors. This is not a request for proposals and is not to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice.
