- RECOVERYThis is a pre-solicitation notice for a contractor to provide all labor, materials, tools, equipment, transportation, and supervision to replace the HVAC system in the Texas White House, part of Lyndon B. Johnson National Historical Park located in Stonewall, Texas. The Texas White House, an 8000 square foot, 28 room house served as the residence of President and Mrs. Johnson from 1952 through 2007. The house was enlarged several times and with each addition another heat pump was added to supply conditioned air to the new interior areas. The house is on the National Register of Historic Places and is maintained by the National Park Service (NPS) as the most significant feature of the Lyndon B. Johnson National Historical Park. The house will be fully open to the public for tours by 2011 with an annual anticipated visitation of 100,000. The overall goal of the NPS is to replace the current nine heat pumps with energy star rated commercial units using the latest coolant such as "Puran" that will supply proper temperature and humidity control to the entire house. The NPS would prefer to have the entire interior of the house climate controlled with the use of no more than three zoned thermostats. The National Park Service anticipates entering into a firm fixed-price contract with a performance period of 60 calendar days following Notice to Proceed. This acquisition is subject to P.L. 100-656, Small Business Competitive Demonstration Program, and as such is open to all concerns regardless of size. The NAICS code is 238220. The small business size standard is $13 Million. In accordance with FAR Section 36.204, the estimated price range for this project is between $25,000 and $100,000. Award will be made to the responsive and responsible offeror whose offer will be most advantageous to the Government.
