- This is a Combined Synopsis-Solicitation for one each portable thermal infrared camera. This combined synopsis and solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A SEPERATE SOLICITATION WILL NOT BE ISSUED. The U.S. Geological Survey, Ion Microprobe Laboratory, Menlo Park, CA, has a requirement for Line Item 1, One Each microscope which includes transmitted and reflected light configuration and Line Item 2, One Each attached digital imaging system The delivery date is 90 days after receipt of order. This solicitation document contains incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-34, dated 1 July 2009. The solicitation number for this procurement is 09WRQQ0159 and is issued as a request for quote (RFQ). This is request is issued as an unrestricted procurement. The North American Industry Classification System (NAICS) code is 333314 with an applicable size standard of 500 employees. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME, ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quote shall also contain all other documentation specified herein. EVALUATION/AWARD: The Government will award a purchase order to the offeror whose price is judged to represent the best value to the government. Evaluation criteria are as follows Lowest Price Technically Acceptable. The technical capabilities of the microscope and camera are: Microscope1.Polarizing microscope with transmitted and reflected light sources that employ a common objective lens nosepiece for observation of covered and polished thin sections of rocks2.At least five objective lenses, for both transmitted and reflected light, mounted on rotating nosepiece3.Lowest-magnification objective lens must be at least as low as 2.5x4.Highest magnification lens should be at least 40x5.Illumination systems for both transmitted and reflected light must provide uniform brightness from center to periphery of field of view6.Microscope body should include phototube (trinocular) for digital camera7.Rotatable stage with scale and clamp stop8.Swing mechanism condensing lens 9.Rotatable analyzer10.Removable mechanical stage for manual X-Y manipulation of 26 mm x 45 mm microscope slides11.Lambda and quarter-lambda plates12.Bertrand lens Camera1. Field of view of at least 2500 x 1900 pixels2. Live image display of at least 12 frames per second to permit focusing microscope using image on computer monitor3. Infrared filter that eliminates unwanted infrared contributions from halogen light sources4. Software for image acquisition, measurement of distance between two points, measurement of area, and display of scale All offerors must be Central Contractor Registered (CCR) and online representation and certification application (ORCA) must be activated. Offerors that fail to furnish the required representation information via submission or ORCA registration, or reject the terms and conditions of the solicitation, may be excluded from consideration.
