Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential bidders for Restore Medical/Dental Clinic, Bldg 449, Camp Foster for the U.S. Naval Hospital, Okinawa, Japan. The work will be generally to provide all labor, transportation, equipment, tools, supervision, and management required to restore Medical/Dental Clinic, Bldg 449. The work includes renovation of building which includes all necessary removal, replacement and new work delineated on the civil, architectural, mechanical and electrical but not limited to the following work: Civil Work; remove and dispose existing concrete sidewalk, existing concrete curb, existing pavement marking, asphalt concrete pavement including base course and subbase course, existing concrete ramp, existing trash enclosure, existing rip-rap ditch, existing bicycle racks, existing concrete stair and handrails, existing concrete stoop, existing shrubs and existing water line, new rip-rap ditch, new concrete headwall, new surface inlet, new gutter inlet, new drain pipe, new concrete sidewalk, new concrete stair, new asphalt pavement, new concrete curb and gutter, new concrete curb, new handicapped ramp with handrail, new handicapped pavement parking, new sodding with topsoil, new kenchi block wall, new water line, new concrete splash block, new pop-up bollards and asp! halt concrete pavement. Architectural/Structural work; flooring finishes, base finish, wainscoting, wall finishes, wall/partitions including framing, wall and ceiling insulation, doors and windows including blinds, attenuation board, ceiling and suspension system, wall and base cabinets, reception counters, hand railing, toilet/shower waterproofing including partitions and accessories, lockers, TV/DVD racks, lead shielding, painting and repainting of interior and exterior building, elevator and mechanical rooms, interior and exterior signage, fire extinguisher cabinets, roof waterproofing, maintenance ladders, knox box, outdoor pavilion, expansions joints covers, installation of Government-Furnished Material including utility connections and related or incidental works to complete required design work. Mechanical Works; Upgrade the HVAC system by replacing all the existing chiller unit, air handling units, hot water boilers, hot water generating/storage tank, water circulation pumps, expansion tanks, pot feeder, roof ventilators, exhaust fans, chilled/heating hot water piping, condensate drain piping, make-up water & expansion lines including hydronic items and controls as shown in the drawings. New chilled water piping shall consist of primary and secondary piping loops. New air handling units shall be provided with dehumidifier heat pipes. All existing HVAC piping and ductwork including related accessories shall be replaced with new. Provide new DX split type air conditioning for the new Telecomm Rooms. Provide new DDC system for the HVAC system that is adaptable to LonWorks. Upgrade all the plumbing system by replacing allthe existing domestic hot and cold water piping, drain, waste, and vent piping, and all plumbing fixtures. Provide new electric water cooler including plumbing utilities. Remove existing dental high vacuum system and provide new. Remove existing dental compressed air system and provide new. Remove existing automatic wet type sprinkler system and provide new. For detailed mechanical and fire protection works, refer to the contract drawing. This project contains construction additive bid item as follows. This additive bid item may or may not be awarded. Additive bid item will be awarded at the time of award. The material, labor and equipment prices for the additive bid item shall not be included in the base bid and shall be listed separately on the bid sheet. Additive bid item: Existing 1st floor renovation work except ceiling replacement and painting of all interior walls. Additional building work, some door and louver replacement at 1st floor is included in basic bid. When the Government adds Additives bid item, the Contractor shall complete the work with no additional performance time. The location of work is Bldg. 449, Camp Foster, Okinawa, Japan. The North American Industry Classification System (NAICS) Code is 236220. Estimated cost range is between 114,300,700 and 571,503,500 Bidders can view and/or download the solicitation at https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.This procurement is intended only for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities that normally reside and are licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation in accordance with provisions of the U. S. Japan Status of Forces Agreement.
