Description
This is a notice of Intent to Award a Sole Source, fixed price contract to Advanced Measurement Technology, Inc., 801 S. Illinois Ave., Oak Ridge, TN 37830-9101, for brand name only commercial items in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The FBI has a requirement for the following Advanced Measurement Technology items: 1. Model MICRO-DETECTIVE. Light-Weight, Portable HPGe Identifier (Gamma and Neutron). Includes GPS, mains adapter, battery cable, shoulder strap, wheeled soft side carry case and Microsoft ActiveSync software. Qty 3 2. Model DETECTIVE-EX-OPT-2. Large Wheeled Transport Case for Detective-EX, Detective or trans-SPEC and Docking Stations. Dimensions (including handles and wheels): 21" W x 31" L x 12" H. Qty 3 3. Model DETECTIVE-OPT-15. Ultra Battery Extender. Battery life > 8 hours. Weight ~ 3lb. Qty 3 4. Annual warranty (first year free) w/optional extended warranty. Detectors must be rugged, lightweight, portable, handheld, HPGe Nuclide Identification Systems that meet the following technical requirements: • Mechanically cooled, high resolution, HPGe detector (65mm diameter by 30mm deep) • Gamma and Neutron Search Modes, to include Gamma Dose Rate using integrated Germanium, Geiger Mueller, and Helium3 detectors • Accurate classification of nuclides into one of five main categories (Industrial, Medical Natural, Nuclear, Other) combined with positive isotope identification • Rapid identification of isotopes • Highly visible, digital, color, screen display with backlight capability for low light conditions • Operate from internal battery, external battery pack, 12V DC or AC power supply • Integrated USB connection for a PC and utilizing a standard spectroscopy identification software package such as Maestro-32 • Ability to interface with a personal computer for data downloads, analysis, and email forwarding to remote user locations • System must have the additional capabilities of: preset, audible alarm levels; user selectable units of dose measurement (rem, gray, sieverts); customizable nuclide identification libraries; automatic charging and self stabilization while in the docking/charging station • Lightweight (< 30 lbs) • Tungsten colliminator, battery pack, shipping/carrying case Research conducted with knowledgeable individuals in Government and the related industry has determined Advanced Measurement Technology the only responsible source capable of meeting the FBI's requirement. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 3:00PM EST, Tuesday, July 21, 2009 to Mr. David V. Smith via fax @ 703-632-8480 or by email to David.V.Smith@ic.fbi.gov. All correspondence shall reference RFQ 09-Q-LDQ002319. Phone calls will NOT be accepted. Information received will be used solely to determine whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Parts 12 and 13.5. The awardee must be registered in the Central Contractor Registration Database and the Online Representations and Certifications. In addition, interested parties must also be registered and have completed the On-Line Representations and Certifications Application (ORCA). This notice will be distributed solely through the General Services Administration's (GSA) Federal Business Opportunities (FBO) website: www.fedbizopps.gov.
