- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Division of Epidemiology Statistics and Prevention Research (DESPR) of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), intends to negotiate, under the authority of 41 U.S.C. 253(c) (1) and FAR 6.302-1, a modification to its current contract no. HHSN267200800009C with the CDM Group, Inc. entitled “Health Behavior in School-Aged Children (HBSC).” The Government is interested in obtaining additional information about the development of cardiovascular and obesity risk factors in this cohort during high school and the transition into the first year after high school. This modification will incorporate to the study a collection of additional anthropomorphic and biologic assessments in the nationally-representative cohort of 10th-grade students currently enrolled in this study. The additional assessments will include height, weight, waist circumference, lipids, C-reactive protein, cotinine, uric acid, fasting blood glucose, glycosylated hemoglobin, blood pressure, physical activity, diet, geographic information systems (GIS) coordinates, and DNA. The survey implementation phase will be starting in the next months; the longitudinal cohort is currently being recruited by the CDM Group with the requirement that confidentiality is maintained for all identifying data. As a result, the NICHD does not have legal rights to the identifying data on this original cohort of participants. Consequently, the cohort could not be transferred to any other contractor by the NICHD. In order to perform the continued work, a new prospective contractor would need access to a comparable cohort of students, similar in age, that have completed the previously contracted assessments immediately before conducting the additional anthropomorphic and biologic assessments. With the exception of the incumbent contractor, the CDM Group, there is no other source presently known to the NICHD that has access to such a cohort and ownership of the data gathered prior to these additional assessments. In addition, it will cost the Government additional time and effort to recruit and duplicate the initial contracted study. All of the factors taken together make the CDM Group uniquely qualified for performing this additional part of the study. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. Inherent duplication of cost to the Government and unacceptable delays in completing the project make competition unfeasible for this phase of the study which provides for additional follow-up and data collection. This is not a request for proposals. However, if any responsible source believes it can perform the above requirement, they may submit three (3) copies of their capability statement for consideration by the NICHD to Alice M. Pagán, Contract Specialist, at the mailing and email address provided within 45 days of publication of this synopsis. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The statement of capabilities and any other furnished information must document access to a comparable nationally-representative cohort of students, similar in age, that have been subjected to a comparable assessment during the 2009-2010 school year. All responses must be received in writing and must contain material in sufficient detail to allow the NICHD to determine if the party can perform this requirement. The capability statement will be considered solely for the purpose of determining whether to conduct a competitive procurement. NO COLLECT CALLS OR FACSIMILE TRANSMISSIONS WILL BE ACCEPTED. RESPONDENTS MAY SUBMIT THEIR CAPABILITY STATEMENTS VIA E-MAIL IN ADDITION TO 3 HARD COPIES.
