- The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) seeks to procure on a sole source basis one (1) Aestiva/ 5 MRI anesthesia system with GE Healthcare, Madison, WI 53707. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.5 01-(a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code for this acquisition is 334516 and the business size standard is 500 employees. The NINDS lab has a requirement for an Aestiva/ 5 MRI anesthesia system which is specifically designed for use in the MRI environment. The Aestiva/ 5 MRI is a MRI compatible anesthesia system with a fully functional, integrated ventilator. It is validated for use in the MRI 300 Gauss.3T active shielded magnet. It has a physically integrated Magnetic Field Strength Monitor (Gauss Alarm) that warns when the machine is moved too close to the MRI. The Aestiva/ 5 MRI will compliment other physiological monitors already in use at the NINDS lab. The Aestiva/ 5 MRI system has the following salient characteristics: • Volume Mode with tidal volume compensation; • Pressure control mode; • Pressure Support with Apnea backup mode (PSVPro); • Synchronized Intermittent Mandatory Ventilation (SIMV) with Pressure Support; • Adjustable flow trigger and Electronic PEEP; • Physically integrated Magnetic Field Strength Monitor (Gauss Alarm) that warns when the machine is moved too close to the MRI magnet; • Fully integrated breathing circuit which improves cable management and patient safety; • Ergonomically designed handles for easy transport; • A Tec 7 vaporizer, designed to simplify agent filling while minimizing leaks. NINDS researchers have done market research and found that GE Healthcare is the only known source producing a ventilator that meets all of the above standards. The Aestiva/ 5 MRI will compliment the other existing Aestiva/ 5 MRI system. It has been determined that Aestiva/ 5MRI provided by GE Healthcare the only responsible source and no other source or supplies will satisfy the agency's requirement. This is not a solicitation for competitive quotations. However, all responsible sources may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NINDS to determine if it can meet the above unique specifications described herein. An original of the capability statement must be received in the Office of Acquisitions, NIDA, on or before 3:00 PM ET July 20, 2009. All questions must be in writing and can be submitted on or before 3:00 PM ET July 17, 2009 to Liem T Nguyen at ln18x@nih.gov or faxed to 301-480-1358. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. No collect calls will be accepted.
