REQUEST FOR PROPOSAL FOR MENTAL HEALTH SERVICES NEW HAVEN JOB CORPS CENTER NEW HAVEN, CONNECTICUT Sealed proposals must be received by the Director of Administration, New Haven Job Corps Center, 455 Wintergreen Avenue, 06515 by 3:00pm on July 27, 2009, at which time they will be opened and reviewed. Envelop must be clearly labeled "MENTAL HEALTH SERVICES PROPOSAL". Between six (6) and twelve (12) hours of on-site Mental Health Service a week will be required. The Center Mental Health Consultant (CMHC) provides direct intervention with students at the New Haven Job Corps (NHJC) and develops the capacities of other staff members to recognize and address the mental health needs of students. The optimal candidate for this position has extensive and wide-ranging clinical experience with adolescents and young adults from diverse backgrounds. Diagnostic skills and experience in consulting and collaborating with professional from diverse backgrounds is important. Therapeutic interventions are generally brief and focused on sustaining students in the Job Corps training program. Existing professional relationships with mental health care providers in the New Haven area for referral purposes would be very beneficial. The CMHC must be a Connecticut licensed mental health professional or in the process of obtaining licensure. It is anticipated that the proposed Agreement shall become the final document provided to the successful bidder, with minor revisions incorporating appropriate aspects of the bidder's proposal. Bidders should therefore review the format and clauses in order to prepare a response to provide Mental Health services. In addition, Job Corps' Policy and Requirements Handbook (PRH), Appendices, and Technical Supplements may be reviewed upon request. The New Haven Job Corps Center reserves the right to reject any or all proposals or waive formalities in the bidding process. BACKGROUND INFORMATION ON THE JOB CORPS PROGRAM New Haven Job Corps Center, operated by Career Systems Development Corporation and located in New Haven Connecticut, is a federally funded educational and job training facility. There are a total of 200 students between the ages of 16 and 24, inclusive of 150 residential and 50 non-resident students, most of whom come from the local community and the northern and southern portions of Connecticut. Enrollees in the program are screened by the Center and Federal recruitment agencies. A common criterion for eligibility is the need and the desire to learn a skill to become more employable. Enrollees are generally considered healthy, but physical and emotional problems can be present which must be considered and addressed. Some of the 200 authorized students may at any given time be enrolled under the auspices of special disability programs, which accommodate students with a variety of physical impairments without age restrictions. The program meets the needs of each individual and focuses on four (4) specific areas that enable the trainee to become successfully employed. Those areas include building vocational skills, developing academic skills and increasing awareness of social skills and core values. Besides educational and vocational opportunities, students receive free housing and meals, medical and dental care, as well as living and clothing allowances. There are daily recreational activities and outings scheduled weekly for all students who wish to participate. Counseling Services to assist students with their individual needs. Also, when training is completed, Career Transition services are provided to assist with job placement and pursuing independent living. BIDDER'S INSTRUCTIONS Bidder's attention is to be drawn to the Request for Proposal and proposed Agreement attached. It is anticipated that the proposed Agreement shall become the final document provided to the successful bidder, with minor revisions incorporating appropriate aspects of the bidder's proposal. Bidders should therefore review the format and clauses in order to prepare a response to provide Mental Health services. In addition, Job Corps' Policy and Requirements Handbook (PRH), Appendices, and Technical Supplements may be reviewed upon request. The successful bidder will be selected based upon a combination of professional experience, quality of technical services, fit with the Center staff and students and hourly rate. Bidders are placed on notice that this is a competitive process and cost is an important factor. The New Haven Job Corps Center reserves the right to reject any or all proposals or waive formalities in the bidding process. The scope of work indicates minimum staffing/service requirements which must be provided. Any additional voluntary supplemental staffing/services either on or off Center would be welcome. Bidders should specifically state what types and quantity of voluntary supplemental staffing and/or services are being offered in their Proposal. Proposals must not just repeat the requirements contained in the RFP and proposed Agreement, but must provide the specifics of "who, what, how and when" clearly indicating the bidder's level of understanding and ability to provide the level of service required. It is not anticipated at this time that there will be a "best and final" opportunity to refine proposals.
