W912EQ-09-S-0002 USACE Memphis District Buoy Tender Transport Boats THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. SOLICITATION, SPECIFICATION OR DRAWING ARE NOT AVAILABLE. RESPONSE DATE: July 16, 2009 NAICS: 336612 POINT OF CONTACT: Jackie Primer Responses are due NO Later than 1:00 p.m. CST, July 16, 2009. This Sources Sought Notice / Request for Information (RFI) is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Memphis District, requests comments concerning its proposed solicitation for a contractor to build a Buoy Tender Transport Boat as described in the specifications. The government will consider these comments and plans to issue a formal solicitation for this requirement. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, if the Government still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunity for the respective project. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to solicitation announcement at a later time. This notice is to assist the Memphis District, Corps of Engineers in determining potential sources and to obtain industry comment on a proposed draft specification of the Buoy Tender Transport Boat. This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. The point of contact for comments are to be sent either via email to jackie.primer@usace.army.mil or submitted in hard copy to U.S. Army Corps of Engineers, ATTN: Contracting (Jackie Primer), 167 North Main Street B-202, Memphis, TN 38103 no later than 1:00 p.m. central standard time July 16, 2009. NO APPOINTMENTS OR TELEPHONE CALLS WILL BE ACCEPTED. Project Description: The Memphis District, Corps of Engineers desires to purchase a new Buoy Tender Transport Boat in accordance with the attached specification. The NAICS Code is 336612 with a size standard of 500 personnel. The Government anticipates utilizing a Firm-Fixed price contract using a best-value approach to competitively select a contractor. The Government request comments on the overall contracting plan as well as comments on the specification and other issues affecting the performance of the contract. Specifically, the Government is searching to find whether or not there are responsible vendors who can fulfill these requirements, or propose new requirements that will fill the Governments need. Also request answers and/or input on the following specific issues: 1.What type of business concern are you? Large or Small 2.What is your Socio-Economic Status (i.e. Certified 8(a), HUBZone, etc.)? 3.The current draft solicitation is attached. Is there anything in the specifications that would prevent vendors from bidding on this requirement or that would limit competition? 4.Are the specifications easy to read and understand? If not, please explain your answer. 5.Are you or do you know of a company that specializes in the work described in this notice. If so, please provide a capability statement, brief past performance history related to this RFI, and any additional information that might demonstrate unique qualities and / or capabilities. 6.What differences in performance, function or physical characteristics should be considered in the specifications, if any? 7.Do you have other comments? Comments will be shared with the Government, but otherwise will be held in confidence. In preparing the formal solicitation, the government makes not commitment to retain any of the elements/provisions of the draft specifications and may include different elements/provisions in the formal solicitation. The responses to this SOURCES SOUGHT synopsis are to be forwarded to: Corps of Engineers, Memphis District, Attn: CEMVM-CT-S (Jackie Primer), 167 N. Main Street B-202, Memphis, TN 38103. Responses must be received no later than Thursday, July 16, 2009.
