- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-7MN1-S-09-0014and is issued as a request for quotation (RFQ). This solicitation is a small business set-aside; The NAICS is 423820, business size is 100 Employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-33. The USDA, Agricultural Research Service, Conservation and Production Research Laboratory, Bushland, Texas has a need for a One-Pass Plow (cotton, corn, soybean, sunflower). This plow will complete several tillage operations/critical functions in one pass. Any vines and/or weeds are to be removed from the top of the row; standing stalks are to be cut six to 12 in. (0.15 to 0.30 m) below ground level; cut stalks and crop residues will be gathered and covered in the furrow; and the beds reshaped for the next crop. Required characteristics (minimum): 1) Toolbar width: 23 ft (7 m); 2) Base weight: 7500-8500 lbs. (3400-3900 kg); 3) Tractor Horsepower (PTO): 180-230 hp (135-170 kW); 4) Tractor Drawbar Horsepower: 175-200 hp (130-150 kW); 5) Hitch: Category 3; Three Point Hitch; 6) Compatible with a Quick Hitch; 7) Number of Rows: Six; 8) Row Width: 30 in. (0.76 m); 9) Safety: Transport lights equipped as standard; 10) Performance: a) vine and weed removal from the top of the row; b) cuts standing stalks at the root at about 6-12 in. below the ground; c) gathers and buries the cut stalks in the furrow; d) covers the stalks and re-builds beds for the next crop; 11) Warranty: at least one year from delivery; Optional characteristics: 1) On-board Toolbox to told extra plowtips and knives. Price to include delivery to the USDA, Agricultural Research Service, Conservation and Production Research Laboratory, 2300 Experiment Station Road, Bushland, TX 79012. Final delivery is required no later than 90 days after receipt of order. Each offeror shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. In order to be considered for award offerors shall provide a quotation on company letterhead and include descriptive literature in sufficient detail to evaluate their product against the above minimum specifications. A minimum of 5 references is required and must have received the proposed item within the last three calendar years (Government references preferred but will accept commercial references).
