- The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, VA, 23511-3392 intends to negotiate a firm fixed price indefinite delivery indefinite quantity contract for bed in bag sets utilizing procedures under FAR Subpart 13.5, Test Program for Certain Commercial Items. The following items are required in each set: sheets, blankets, pillows, bedspreads, and mattress pads. The sets shall be in the following sizes: extra-long twin, extra-long full, and full. Estimated quantities shall be specified in the request for quotation (RFQ). Deliveries shall be to naval installations in the Commander Navy Region Mid-Atlantic area. The period of performance consists of a base period of one year with four one-year option periods. The anticipated award date is on or about 04 September 2009. The requirement will be 100% set-aside for small business concerns. The NAICS code applicable to this procurement is 314129. The size standard is 500 employees. The RFQ, any documents related to this procurement, and all amendments issued will be in electronic form. THE RFQ IS NOT YET AVAILABLE. Once available, the RFQ will be posted to this site. The RFQ will be available on or about 24 July 2009. The NECO website has a "submit bid" button next to the solicitation number. DO NOT use the "submit bid" button on NECO to submit your quotation. All responsible sources may submit a quote which shall be considered by the Government. By submitting a quote, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the offer. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from the RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
