Description
This publication serves as notice of intent to procure the services of Dr. James Joseph for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, (NMFS), Southwest Fisheries Science Center (SWFC) located in LaJolla, CA to collect cost data for tropical tuna purse seine vessels in the Eastern Pacific Ocean. Interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All responses must be in writing and may be faxed to 206-526-6025 or email (melvin.n.fondue@noaa.gov). This is a simplified acquisition with an estimated value of less than $100,000. Background Information The research project is a follow-up activity to the recent World Bank-IATTC workshop on rights-based management and buybacks in the Eastern Tropical Pacific (ETP). One of the recommendations of the workshop was to develop a bioeconomic model of the tuna fisheries of the ETP that provides the optimum economic rent if the fishery were managed in such a manner, such as rights-based fishing. Buy-in to rights-based management will be facilitated if parties to the IATTC (Inter-American Tropical Tuna Commission) have a benchmark optimum rent. Without a counter-factual to continued open access, demonstrating the gains in profits and resource rents under rights-based management is very difficult. The bioeconomic results, indicating the optimum resource rent possible under rights-based management, will be used by Jim Joseph (former IATTC Director), Robin Allen (former IATTC Director), Guillermo Compean (current IATTC Director) for a meeting in Panama sponsored by the Panamanian purse seine industry and the World Tuna Purse Seine Owners Association. The results will also be used in scientific meetings and plenary sessions of the IATTC. The results will also be used by the Board of Directors and in the Scientific Committee of the new tuna processing industry NGO, International Sustainable Seafood Foundation (ISSF) (Joseph is Chair of the Scientific Committee and Squires is the economist on the Scientific Committee). Construction of the bioeconomic model requires cost data for the vessels harvesting tropical tunas in the Eastern Tropical Pacific. Collection of this cost is the subject of this contract with Dr. Joseph. Work to Be Accomplished Dr. James Joseph will collect confidential cost data for Class 5 and Class 6 purse seine vessels harvesting tropical tunas in the Eastern Tropical Pacific. The sample vessels will be flagged in member states of the Inter-American Tropical Tuna Commission (IATTC) and will harvest tropical tunas (bigeye, yellowfin, and skipjack) by either: (1) setting on dolphins; (2) unassociated sets; (3) setting on floating aggregator devices. Joseph will collect cost data that are sensitive business information in a highly competitive commodity business fraught with inter-state competition among IATTC members. The data will be collected from various vessel owners, summarized and inspected for data quality issues and missing data. As required, Dr. Joseph will contact vessel owners for clarification, further information, etc. The final data will be summarized and reported electronically in an Excel spreadsheet. Dr. Joseph will retain unique identifiers for each source of data. Task 1 will require working with contractor (Squires) and other economists to construct cost categories. Task 2 will require contacting vessel owners and collecting requisite cost data. Task 3 will summarize data, inspect for irregularities, missing data, data quality issues, and other related issues. Dr. Joseph will then seek clarification of the data to resolve these issues. Task 4 will summarize the data in an Excel spreadsheet by method of fishing: (1) setting on dolphins; (2) unassociated sets; (3) setting on floating aggregator devices.
