- The Government intends to negotiate on a non-competitive basis with Kongsberg Maritime Simulation, Inc., West Mystic, CT, for a contract to obtain Contractor Project Coordination and Technical Support Services for U. S. Coast Guard Training Center (TRACEN) Petaluma. This requirement is to modify and integrate multiple pieces of existing equipment and software packages into the proprietary primary simulation suite provided by Kongsberg Maritime Simulation Inc. to TRACEN Petaluma. This integration is to ensure the visual bridge simulation is integrated with the combat information center (a.k.a. the operations center) simulator co-located at Training Center Petaluma’s C4ISR training building. Kongsberg has completed previous contract efforts to develop the visual simulation for the bridge simulator as well as integrated some equipment and software that existed in 2006. Since the award of the original contract in 2006, the Government has increased the demands and fidelity requirements to coordinate the existing simulation software in the combat training room with the visual simulator to provide an integrated and larger scale simulation system. Initial bridge component integration was part of the previous contract effort; however, the scope and demand have exceeded those initial requirements, including the need to modify the existing bridge simulator software (POLARIS) to interface with the combat information center simulation suite. The current bridge and the operations center simulation suites independently mirror the National Security Cutter (NSC)/Maritime Security Cutter, Large (WMSL) without the interfaces provided onboard the NSC/WMSL. Therefore, simulations scenarios do not provide the robust and realistic environment necessary to prepare Government personnel adequately for shipboard situations that involve the bridge and combat. In order to provide adequate shipboard simulations and personnel training, Kongsberg shall integrate existing, disparate simulators, proprietary simulator programs and components into one overall simulation system that shall meet each of the following requirements: 1) The Contractor shall ensure that there is a seamless flow of data and information between the Kongsberg proprietary Maritime Bridge Simulation Maritime Visual Mission Simulator (MVMS) and the Lockheed Martin Operations Analysis Systems Integrated Simulator (OASIS) Operations Center (OPCEN) Simulator Training Suite via a fully-compatible interface. The interface shall allow the Kongsberg Maritime Bridge Simulation MVMS and the OASIS OPCEN simulation training suite co-located at TRACEN Petaluma to operate as one fully functioning and integrated MVMS. During all scenarios, the operator information display within the integrated MVMS shall replicate the display characteristics, interoperability, and functionality of the sensor panels and displays found on the NSC/WMSL Bridge and OPCEN. 2) The Contractor shall fully integrate the proprietary Kongsberg Maritime Simulation MVMS and Sperry Machinery Control and Monitoring System (MCMS) and Control and Display Unit (CDU) equipment to replicate the display characteristics, interoperability, and functionality of the sensor panels and displays found on the actual NSC/WMSL. 3) The Contractor shall fully integrate the MTU bridge propulsion system components and proprietary Kongsberg Maritime Simulation MVMS equipment to replicate the display characteristics, interoperability, and functionality of the sensor panels and displays found on the actual NSC/WMSL. The provided Government furnished property will include existing MTU Detroit Diesel bridge equipment such as Engine telegraph panels; control levers; tachometers; pitch indicator meter and; engine control mode panels. All written responses must include a written narrative of capability, including technical information demonstrating the contractor’s ability to meet the above requirements. The responses must be sufficient for the Government to establish that the Contractor possesses a bona-fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding with a non-competitive procurement with Kongsberg Maritime Simulation, Inc. A determination by the Government to open the requirement to competition based upon responses to this notice is within the discretion of the Government. Affirmative written responses must be received no later than 14 days after publication of this synopsis.
