- The Air Force Research Laboratory Information Directorate Rome NY intends to solicit and negotiate a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) contract under the authority of FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, with EMC Corporation, 176 South Street, Hopkinton, MA 01748 for the purchase of turn-key systems, including all hardware, software, installation, implementation, training, upgrade, warranty/maintenance, associated support, and certified professional service engineers (PSEs). The minimum essential requirements can be found in the attached spreadsheet. Though this notice of intent is not a request for competitive proposals, information received by the response date of this solicitation will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. For reference, the NAICS code for this procurement is 334112 and the small business size standard is 1000 employees. Sole Source Justification (summary): The Air Force Disaster Recovery Program (AFDRP) has a requirement to provide Disaster Recovery protection and services for the underlying data storage/replication architecture at all six (6) Enterprise Service Centers (ESCs) in order to be fully consistent and interoperable with the existing data storage and replication architecture at the Department of the Defense Intelligence Information Systems (DoDIIS) Regional Service Centers (RSCs) and within the greater Intelligence Community (IC). Consistency and interoperability are required to ensure successful dissemination, storage, and replication of intelligence data. The procurement of the turn-key systems is a follow-on for continued production of highly specialized equipment and provision of highly specialized services available only from the original source, EMC Corporation. EMC Corporation is the only source that can fulfill the Government's requirement for the turn-key systems. Although EMC Corporation has multiple resellers, none of the resellers can fulfill the Government's materials and implementation requirements to perform a turn-key implementation. Using similar technology from manufacturers other than EMC would not provide full interoperability with the existing DoDIIS environment. Mixed technology would not provide the Government the capability to dynamically and remotely manage switches for storage allocation on an application-need basis. Continuous data protection would not be possible since data saving and replication would not be completed simultaneously. Deviating from the current infrastructure would cause a significant duplication of costs, an unacceptable level of manpower utilization and workforce retraining, substantial expense to replace existing equipment, schedule disruption, and mission degradation.
