Description
A MARKET SURVEY is being conducted to determine if ther are adequate Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed project: This project involves an Interim Removal Action (IRA) of Munitions and Explosives of Concern (MEC) and Munitions Debris (MD) at a Munitions Response Site (MRS) within the former Ravenna Army Ammunition Plant (RVAAP). Military munitions are the primary source of contamination. Coincident environmental investigation and remediation may also be involved. The approximate aerial extent of the MRS is five acres. There are three 500-lb bombs known to be present at the site, as well as various other munitions and munitions debris, including 105mm projectiles and white phosphorus rifle grenades. The three 500-lb bombs may be fused and contain high explosives. The actual condition of the bombs will be determined prior to the start of this project. Due to the various explosive hazards present at the site, there is an extremely high level of risk, and safety is a primary concern. Contractors must demonstrate very strong qualifications and experience with all facets of the Military Munitions Response Program (MMRP) funded by the Army Environmental Command (AEC) and demonstrate an exceptional safety record. The regulatory environment for this project is very demanding and stringent adherence to CERCLA requirements must be met. The ability to develop extremely well written documents is also a requirement. Substantial experience working with the U.S. Army Corps of Engineers, Louisville District and the Ohio EPA and, specifically, working with munitions at RVAAP is preferred for this project because of the safety risks. The contractor will be required to access information from a website for the Ravenna Environmental Information Management System (REIMS) to develop an acceptable proposal from a Phase I Time Critical Removal Action (TCRA) that is currently underway at the site. The selected contractor will be required to prepare applicable Explosive Safety Submissions and Work Plans in a quality manner that will allow approval by the Army in a timely manner. All remedial work on the project falls under the Ohio EPA Directors Final Findings and Orders (DFF&Os) specific to the Installation and all remedial work is subject to requirements of the Orders. Experience executing work under the DFF&Os is preferred. Contract duration is 730 days and estimated cost range is between $2,500,000 and $5,000,000. NAICS is 562910. Size limitation is 500 employees. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should notify this office in writing by mail on or before 15 July 2009 by 2:00 pm Eastern Standard Time. Responses should include: (1) Identification or verification of the company by the Small Business Administration, as either a certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business, or a Small Business, (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Past Experience Provide descriptions with your firms past experience on projects completed within the last five years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include Military Munitions Response sites funded by the Army Environmental Command with munitions issues similar to those described in above paragraph. Projects similar in size will include projects that meet the criteria in item a. above that are at least five acres in size. Projects of similar dollar value will include MMRP response sites that meet criteria a. and b. above and cost at least $3.5 million to remediate. Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, and a description of how the experience relates to the proposed project.
