- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. This procurement will be issued pursuant to the Small Business Competitiveness Demonstration Program and therefore, must not be considered for small business set-asides. However, a Market Survey is being conducted to determine if there are adequate HUBZone, 8(a) or Service Disabled Veteran Owned Small Business contractors for the following proposed contract: The purpose of this project is to drill exploratory borings into the foundation rock and determine the permeability of the subsurface material and perform a remediation program to repair possible damage that may be associated with construction defects or natural permeability deficiencies by grouting the foundation rock to reduce permeability and seepage through the foundation rock. Award of a firm, fixed-price contract is anticipated for September 2009. The period of performance is for 5 months and the estimated cost range is between $1,000,000 and $5,000,000. Performance and Payment bonds will be required for 100% of contract award. NAICS for this project is 237990 and the size standard is $33.5 million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in similar type contracts. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than FIVE (5) pages. Responses should be sent to Emily M. Sheaffer at emily.m.sheaffer@usace.army.mil to reach this office on or before July 21, 2009.
