Description
NASA/LaRC has a requirement for a fatigue and fracture control system upgrade toexisting systems, 2 each.NASA/LaRC intends to purchase the items from Fracture Technology Associates as they arethe only known source available to upgrade existing units. The upgraded units willprovide increased capabilities and improved control and acquisition speeds compared tothe existing Disk Operating System (DOS) based control systems that have been in use inNASA/LaRC laboratories for more than 12 years.These systems will be used for criticaltesting on several existing programs. Fracture Technology Associates is the only knowncompany to provide an automated fatigue and fracture system that meets the requirement.As the manufacturer of the existing DOS based operating systems, Fracture TechnologyAssociates designed the data files of their new Windows based systems to be fullycompatible with the older file formats. It would take substantial duplication of timeand money for another company to offer a similar product that would meet thisrequirement.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 7/14/2009. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
