Description
Synopsis: Clean up of the West Valley Demonstration Project (WVDP) was mandated by Congress through the West Valley Demonstration Project Act of 1982. A competitive contract was awarded in June 2007 to continue clean up efforts begun under previous contracts. After award changes in overall priorities, projected funding levels, and compliance with new and or changed regulatory requirements resulted in expanding work scope, and rescheduling work required to be completed under the contract. This award modifies the current contract to allow work efforts that were displaced or delayed by rescheduling to be completed to the original contract schedule, provides for completion of certain scopes of work ahead of the original contract schedule and adds work scope that will further clean up of the WVDP sooner than anticipated. The scopes of work covered by the modification are: Decontamination and Decommissioning (D&D) of the Main Plant Process Building including removal of all vessels and process piping within the building by June 30, 2011. This effort was delayed and this award places it back on schedule. Characterize, process and package for disposal Transuranic Waste and Mixed Transuranic Waste in accordance with new requirements issued after contract award. Obtain, install and use a system to solidify contaminated liquid wastes that are generated during the Decontamination and Decommissioning of the Main Plant Process Building. Solidifying contaminated liquid waste eliminates the risk that a contaminated liquid will leak or leach out of its container. Handling solid waste is safer, and easier than handling and storing liquid waste as originally planned in the contract. Isolate the Waste Tank Farm and installation of a drying system within the Tank and Vault system. The metal High Level Liquid waste tanks are located in an underground facility a drying system is required to prevent dampness and corrosion of the tanks. Install a barrier system to filter and remove Strontium 90 from the North Plateau water plume. This method will be more economical and effective than the current method of treatment. Decontaminate, Demolish and remove the O1-14 Building, providing for demolition and removal of the building at the same time as decontamination is more cost effective overall than doing the work in separate efforts. Isolate Lagoons 2, 3, 4, and 5. The lagoons held water generated on site for various purposes until the water was determined to be safe to discharge off site. The lagoons are no longer needed and shutting down the pipes that carry water into the lagoons will prevent any more water being added. Decontaminate, Decommission and Demolish the Vitrification Facility by September 30, 2010, this speeds up completion from the original contract required completion of this work by June 30, 2011 Rationale for using other than a fixed price and/or competitive award: Some of the work to be done was already awarded to the contractor under a competitive contract, there would be significant contract issues involved in taking this work away and making the contractor re-compete for work they already have. The WVDP is situated on approximately 240 acres however the majority of the facilities are concentrated on a parcel approximately ¼ of a square mile in size. The current WVDP staff is very limited and does not have enough personnel to provide oversight of multiple contractors, and having multiple contractors working in the same limited area increases safety and performance risks.
