Description
THIS IS NOT A SOLICITATION NOTICE AND IS NOT A REQUEST FOR PROPOSAL. This notice is issued for informational and planning purposes only and does not obligate the government to any contract award. The purpose of this SOURCES SOUGHT is to determine the feasibility of welding threaded studs to rebar in hard to reach configurations of a facility, while maintaining the strength and function of the reinforcing steel at the connection or weld point. Respondents to this sources sought may be required to provide a demonstration to be held at Nellis AFB, Nevada; date and time of demonstration to be determined. The government is not responsible for costs incurred by interested parties in responding to this notice, to include costs incurred for the demonstration. NAICS Code: 238190 Size Standard: $14,000,000.00 Basic Performance Requirements: a. First, demonstrate the stud welding process on exposed rebar furnished by the govern-ment. Weld one 5/16-inch stainless steel stud to three different sizes of rebar: #4, #8 and #12. Repeat the process using 5/16-inch low carbon steel studs. b. Second, demonstrate the capability to provide a permanent electrically conductive connection by welding 5/16 and 3/8 inch threaded studs (both stainless steel and low carbon steel studs) to various sizes of Grade 60 rebar (#4 thru #12) that is embedded in concrete in depth ranging from 1/2 to 3 inches. Installation or welding of the threaded studs will occur in vertical overhead, vertical underfoot, and horizontal positions within existing holes in the concrete. Currently, the existing holes contain a 5/8-inch diameter double wedge concrete anchor tightened against the rebar. For 12 selected locations, 4 each in a wall, floors, and ceiling, remove the double wedge anchor to provide access to the rebar. If necessary, the hole may be enlarged to a maximum diameter of 1 inch to allow the welding to be accomplished. Required Submittals. Interested parties shall provide the below information and a Statement of Capabilities no later than 8 August 2009, 1530 (Mountain Time Zone). Commercial and Government Entity (CAGE) Code. d. Business Identification. Business size and whether currently designated as a small business as defined in the Federal Acquisition Regulation (FAR) Part 19.1 and the appropriate categories (small business, small disadvantaged business, Historically Underutilized Business Zone (HUBZone), 8(a) certified small business, service- disabled veteran-owned small business, veteran-owned small business, woman-owned small business). Small business standards are published by the US Small Business Administration and may be found at www.sba.gov/size/sizetable2002.html. e. Anticipated Team Efforts. If applicable. f. Commercial/Industry Perspective. Provide commercial/industry perspective relating to the functions in this requirement, but pertaining to the following areas: (1) Contract terms and conditions (2) Commercial standards, practices, and processes in areas such as performance compliance/measurement and quality control/assurance (3) Identify major risks; general information to identify any major risks anticipated. (4) Comments relating to the development of a performance work statement (5) Pricing methods g. NAICS Code/Small Business Size Standard.
