- RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. AG-4101-S-09-0002 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. This is a 100% small disadvantaged business set aside. AGAR 452.219-70 - The North American Industrial Classification System Code(s) and business size standard(s) describing the products and/or services to be acquired under this solicitation are listed below: Contract line item(s): All; - NAICS Code 337214 - Size Standard is no more than 500 employees. FAR 52.212-2 - The Government anticipates award or a contract resulting from this solicitation to the Responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. The provision of 52.212.2, Evaluation – Commercial Items, applies to this acquisition. The contracting officer will make award based on price and other price related factors. All factors including price, delivery, technical capability, and past performance will be evaluated equally. In addition to the lump sum price quotation, quotations shall include past performance information which describes experience related to same or similar items delivered within the last 3 years. Successful offeror MUST accept government purchase card or submit electronic funds transfer information (SF1199a) along with their quotation to get set up for payment. Vendor MUST be in CCR and ORCA before purchase order is issued. See attachment for delivery destinations throughout the State of Alabama. Please Note: Competition is restricted to eligible Small Disadvantaged Businesses. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) in Auburn, AL has a requirement for 57 vertical four (4) drawer fireproof file cabinets, (pewter or champagne colored), to be delivered within 90 days after notice of award to various offices throughout the State of Alabama. The Government shall award one contract for the aggregate of all line items. The vertical four (4) draw fireproof file cabinets will be delivered FOB destination to various field offices throughout the State of Alabama. The provision at 52.212-1, Instruction to Offerors—Commercial, applies to this acquisition (there are no addenda to this provision). Provision 52.212.2 Evaluation-Commercial Items, is applicable to this acquisition; the government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors in descending order of importance shall be used to evaluate offers; (1) technical capability of the items offer to meet the Government requirement and (2) delivery schedule; (3) Small Business participation; The combination of factors are approximately equal in importance to price. Offerors must include a completed copy of the provision at 52.212.3, Offeror Representations and Certifications-Commercial Items, found at http://www.arnet.gov/far/ with this offer. Clause 52.212.4, Contract Terms, and Conditions---Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders applies to this acquisition. QUOTES ARE DUE July 24, 2009, 12:00 PM (CST). Quotes must be addressed to Cortez Brundage, Contract Specialist, USDA-NRCS, 3381 Skyway Drive, Auburn, AL 36830. All quotes must be in writing, dated and signed by an authorized representative of the firm providing the quote. Quotations shall include the solicitation number, i.e. AG-4101-S-09-0002, the proposed price, any prompt payment discount, company name, company address, company phone and Fax number, Tax Identification Number, DUNS number, Company Size Status (i.e. number of employees) and a Point of Contact. Contractor must be registered on the Federal Government’s Central Contractor Registration website (www.ccr.gov) prior to contract award.
