Description
This is a combined synopsis/solicitation and supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Proposal number RFP HSCG23-09-R-ACP362. This number is for tracking purposes only. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-33 effective on June 15. The United States Coast Guard intends to purchase up to two Protector Class 87 foot Coastal Patrol Boats from Bollinger Shipyards Lockport, L.L.C., 8365 Highway 308 South, Lockport, LA 70374-0250. The North American Industry Classification Standard (NAICS) is 336611. Specifications, plans or drawings relating to this procurement are not available and cannot be provided by the Government. This information is proprietary to Bollinger Shipyards Lockport, L.L.C. The two Protector Class Coastal Patrol Boats will provide coastal Maritime Security support to the country of Yemen and is fully compatible with the existing USA fleet of 87 Foot Coastal Patrol Boat vessels used for maritime operations. The existing Marine Protector design and configuration provides the best solution to meet the coastal maritime operational requirements of Yemen. Two Protector Class 87 Foot Coastal Patrol Boats will be purchased. No substitutes shall be considered. Offerors who can furnish the identical class of vessels listed above may submit, in writing, a proposal substantiated by technical data, brochures, pictures, etc., to include pricing data. All responses must be received within 45 calendar days of this notice, addressed to United States Coast Guard (USCG), Contracting Officer, USCG Project Resident Office, P.O. Box 558, 8365 Highway 308, Building 25, Lockport, LA 70374-0558. There is no solicitation available at this time. All responses submitting the required information will be fully considered. As a result of analyzing responses to the synopsis of intent, the Contracting Officer may determine that the action may be competed. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This synopsis is issued pursuant to FAR 6.302-1. The government intends to award a Purchase Order/Contract in accordance with FAR Part 15 resulting from this solicitation to the responsible bidder/offeror quotation conforming to the solicitation which will be most advantageous and Overall Best Value to the Government, price and other factors considered. See Numbered Note 22. The following Clauses and others as indicated by the Contracting Officer as applicable shall apply to the awarded contract. The following clauses are incorporated by reference, entire clause(s) available at http://www.arnet.gov/far; this solicitation contains FAR Clause 52.204-7, Central Contractor Registration and FAR Provision 52.204-8, Annual Representations and Certifications. In accordance with FAR 4.1201 prospective contractors are required to submit annual representations and certifications via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Please ensure completion prior to submission of your quote provided the design and identicality of the Protector Class can be provided as aforementioned. Also note that paragraph (b) of FAR 52.204-8, applies. HSAR 3052.209-70 Prohibition on contracts with corporate expatriates. (June 2006), copies of HSAR clauses may be obtained electronically at http://www.dhs.gov. Award shall be made by the close of business on before 30 September 2009; actual date will be determined by receipt of funding. Delivery shall be FOB Origin, USCG Pro Lockport, 8365 Highway 308 South, Lockport, La. 70374 for further transfer to the Republic of Yemen.
