- The Bureau of Public Debt, on behalf of the U.S. Access Board intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Acoustical Society of America of 35 Pinelawn Road, Suite 114E, Melville, NY 11747, the review, revision, and balloting of ANSI/ASA S12.60-2002 Standard on Classroom Acoustics. In 1998, in response to a petition from the mother of a youngster who has a hearing impairment, the US Access Board helped fund the development of ANSI/ASA S12.60-2002, a voluntary standard for the accessibility of classroom listening condition. This standard is accredited by the American National Standards Institute (ANSI); the Acoustical Society of America (ASA) is the secretariat for the standard. ASA's Committee S12 on Noise developed the standard. The Board now has the opportunity to propose that standard for reference in the 2012 edition of the International Building Code (IBC), which will insure local enforcement of the standard in states that use the IBC. In order for the standard to be referenced, ANSI rules require it to have a certain format; this will require small changes to its current wording and the completion of a fast-tracked standards revision process so that the completed standard can be published by May 1, 2010 to meet IBC deadlines. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 17, 2009 by 10:00am ET. Responses shall be submitted to PSB3@bpd.treas.gov. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
