Description
The Naval Surface Warfare Center Panama City Division (NSWCPCD) intends to solicit the University of California - San Diego on a sole source basis to develop and analyze a novel method of modeling abnormal events for detection of specific activities. Proposed algorithms will be analyzed and the verification and validation of algorithms will be performed. Video demonstrations of results will also be provided. The requirement is sole sourced based on the experience and unique knowledge of personnel employed at The University of California - San Diego. The Request for Quote (RFQ) number is N61331-09-T-3520. Simplified Acquisition Procedures is the method of award for this procurement. The NAICS code is 541712 with a small business size standard of 500 employees. The order shall be firm fixed price with the anticipated award date of July 2009. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor's EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area. Therefore, this synopsis and any applicable amendments will be available at https://www.fbo.gov. Vendors should regularly access this web site to ensure that they have downloaded all amendments.
