Description
The U. S. Department of Agriculture, Agricultural Research Service, Midwest Area, has a project entitled Replace Milk Storage Tank at USDA-ARS-MWA, Dairy Forage Research Farm, Prairie du Sac, WI. The work includes but is not limited to: furnishing all labor, supervision, materials, tools, equipment, transportation, and other necessary work to remove and replace the existing milk storage tank. The work consists of, but is not limited to, removing the existing milk bulk storage tank, cooling system, plate cooler, compressors & associated components; demolishing the CMU wall surrounding the tank, any existing flashing, counter-flashing and expansion joints down to existing concrete dock and up to top of existing roof structure; increasing the opening width in existing CMU wall to allow for installation of new tank; repairing/patching the existing CMU wall as necessary for the installation of the new tank and Structural Insulated Panel (SIP) wall infill; providing pressure treated sill plates, blocking, and framing where indicated for installation of a Structural Insulated Panel infill; installing the structural insulated panel infill wall around the milk bulk storage tank; and all electrical components are to be disconnected from existing tank and re-connected to new tank. Work will also include sealing around tank penetration. The installation of the new milk bulk storage and cooling system to include bulk cooling tank, plate cooler, refrigeration compressors, and associated equipment must be completed in eight (8) hours. The eight (8) hour period shall be as directed by the Owner; it is to be expected that this eight (8) hour period will be between the hours of 10:00 PM and 6:00 AM. The eight (8) hour time period applies to the existing milk tank removal and new tank installation and not the wall infill construction. The total period of performance is 56 calendar days after receipt of Notice to Proceed (NTP). The Magnitude of Construction is estimated between $100,000 to $150,000. SET-ASIDE: This acquisition will be procured as a total Service-Disabled Veteran-Owned Small-Business Set-Aside. All responsible Businesses may submit an offer which shall be considered by the agency. The NAICS code is 236220 and the annual size standard under the Small Business Competitiveness Demonstration Program for this project is 33.5 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-33. Solicitation No. AG-5114-S-09-AA14 is scheduled for uploading on or about July 21, 2009. The solicitation will be posted on the FedBizOpps website at www.fedbizopps.gov. No paper copies of the solicitation will be issued. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A pre-bid site visit will be scheduled and information provided in the solicitation package. It is highly recommended and strongly encouraged that all prospective bidders visit the project site, inspect and observe the site conditions, and review the project scope and requirements at the site prior to submission of a bid. This will be the only opportunity to visit the job site prior to submission of bid. Bids will be due by 2:00 PM on August 21, 2009. A firm-fixed price contract will be awarded. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
