Description
The Naval Air Systems Command (NAVAIR), Patuxent River, Maryland, intends to issue a sole source contract to Lockheed Martin Corporation, 230 Mall Blvd, King of Prussia, PA for continued support of the PEO(U&W) PMA 280 Tomahawk Weapon Control System program. Tomahawk is the deep strike weapon system resident on many Navy ships and submarines. This contract includes the continued sustainment support of deployed Fleet assets, and the completion of modifications already in work to the existing Tomahawk Tactical Weapons Control System (TTWCS) software. This effort will also address obsolescence, system redundancies, new hull unique requirements, and government mandates. Support of deployed Fleet assets shall include investigation, analysis, implementation, and testing of software changes required to correct mission critical deficiencies. Obsolescence shall be addressed by modifying the existing hardware dependent software to execute in a hardware independent environment and replacing obsolete GOTS and COTS software components so that producible systems can be acquired for new hulls beginning in FY12. Modifications to remove functionality duplicated in the Tactical Command and Control System (TC2S) includes the deletion of existing functions from TTWCS and replacing them with TC2S web services. Additional software changes will be made to meet new hull unique requirements such as DDG1000 and to comply with Government mandated requirements. This system modification and life cycle support will be implemented via a phased approach with TTWCS version 5.4.0 currently in test and version 5.4.1 in development. Lockheed Martin Corporation is the only known source that possesses the knowledge of the TTWCS design, operation requirements, capability, and expertise required to successfully provide these supplies and services in an accurate and timely manner to meet the required Government schedule for continued Fleet support of this critical war-fighting capability. The estimated contract period of performance shall include a one year effort along with four priced option years. Notes 22 and 26 apply.
