- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONDUE TO SOLE SOURCE REQUIREMENT 1. REQUIRING ACTIVITY: VA Medical Center Biomedical Engineering Department 2501 W 22nd St. Sioux Falls, SD 57105 2. CONTRACTING ACTIVITY: Sioux Falls VA Medical Center Contracting 3. PROPOSED ACTION: Justification and approval for other than full and open competition for providing Service support and Product updates for the BRIT Systems Picture Archival Communications System (PACS) located at the VAMC Sioux Falls. 4. DESCRIPTION OF REQUIREMENT: This contract includes updates and support for the server and workstations. The software is used to take the images from our medical imaging equipment and turn them into complex 3D models that can be used to diagnose patient diseases. This contract shall provide Telephone and on-site support with remote access and regular product updates that keep the software up to date and on the cutting edge of technology. 5. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION: FAR 13.106-1(B), Soliciting From a Single Source. Only One Responsible Source 6.NATURE OF ACQUISITION TO MEET THE AUTHORITY CITED IN PARAGRAPH 5: The VA Medical Center owns the equipment and requires continued operation with minimal interruption to ensure continuation of direct patient care. Bio Medical Instrumentation Service currently have no qualified Technicians to maintain and service the equipment. 7.DESCRIBE THE ACTIONS TAKEN TO CONDUCT ANY MARKET RESEARCH TO LOCATE SOURCES: Advertisement will be made in FBO as a Combined Synopsis with intent to enter into a sole source with BRIT Systems, Inc. However, and opportunity will be provided to the general public to respond to the requirement. Contracting Officer contracted multiple vendors who service similar type of equipment and was unable to identify a responsible vendor who could provide the level of service and supply of OEM parts within the specified time constraints. 8. CUSTOMER'S SUBMISSION OF PRICE ANALYSIS: Pricing will be compared to previous contracted services as well as similar service contracts awarded under previous purchases. 9. ANY ADDITIONAL INFORMATION FOR SUPPORT OF SUBMISSION: BRIT system software is proprietary 10.LISTING OF ANY SOURCES (IF ANY) THAT HAVE EXPRESSED AN INTEREST IN THIS REQUIREMENT: None 11. FUTURE ACTIONS TO OVERCOME BARRIER TO FULL AND OPEN COMPETITION: In order to enhance competition, the entire PACS would have to be replaced, which is cost prohibitive in relation to the estimated maintenance costs. 12. This justification is accurate and complete to the best of my belief and knowledge.
