- MODIFICATION NOTICE: Bids are being solicited under solicitation number HSBP1009Q2534. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein. If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. To view the specifications, please go to www.FedBid.com and reference Buy No. 130408_03. GSA Schedule Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing GSA Schedule. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers must not bid more than their applicable contract ceiling price, excluding the FedBid Fee, for contract-specific items. If FedBid receives notice that, due to inclusion of the FedBid Fee, the Selected Bid's line item pricing is higher than the Selected Seller's applicable published government contract pricing, the FedBid Fee will be reduced to ensure the Selected Bid's line item pricing does not exceed the Selected Seller's applicable contract pricing. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective GSA Schedule AND upon approval from the soliciting Contracting Officer. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-07-13 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The DHS Customs and Border Protection requires the following items, Meet or Exceed, to the following: LI 001, Survey 1 - Professional Services - to capture the information sought, the contractor as part of this effort shall develop, collect survey results and analyze three web based surveys targeted towards C-TPAT members who are involved in the importation of commercial cargo into the United States and its territories. The surveys shall assess the costs, benefits and performance impacts resulting from C-TPAT participation. The contractor must conduct meetings with specialized C-TPAT personnel on the scope, questions, and design of the surveys. Each survey will be tailored to each type of business entity., 1, LOT; LI 002, Survey 1 - Other Direct Costs - allowable & allocable costs to support the development and delivery of the survey services., 1, lot; LI 003, Survey 1 - Travel - allowable and allocable travel costs to support the development and delivery of the survey serices sought. Travel expenses will be reimbursed in accordance with Federal Travel Regulations (FTR) and Federal Government rules and regulations. The Office of Field Operations Representative must authorize and approve all travel in advance., 1, lOT; LI 004, Survey 2 - Professional Services - to capture the information sought, the contractor as part of this effort shall develop, collect survey results and analyze three web based surveys targeted towards C-TPAT members who are involved in the importation of commercial cargo into the United States and its territories. The Office of Field Operations Representative must authorize and approve all travel in advance., 1, LOT; LI 010, The Seller is instructed to submit a Technical and Management Proposal, (not-to-exceed 30 pages) describing the Project Planning, to include a discussion of its technical capability, delivery and past performance that will govern this project in response to this RFQ. *** SELLERS DO NOT NEED TO PUT ANY PRICE IN THIS LINE ITEM ***, 1, LOT; For this solicitation, DHS Customs and Border Protection intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Customs and Border Protection is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Sellers may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. Delivery must be made within 30 days or less after receipt of order (ARO). The offeror must provide within its offer the number of days - not to exceed 30 - required to make delivery after it receives a purchase order from the buyer. No partial shipments are permitted unless specifically authorized at the time of award. Sellers understand that FedBid ranks all Bids by price; however, pursuant to applicable acquisition regulations and/or departmental guidelines, Buyers may use criteria other than price to evaluate offers. Accordingly, please note that, unless otherwise specified in the Buy Terms, below, to the extent required by applicable regulations and/or guidelines, award will be made to the responsible Seller whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of price, technical capability, delivery (80%) and past performance (20%) against the requirements detailed in the Statement of Work provided. The Seller is instructed to submit a Technical and Management Proposal, (not-to-exceed 30 pages) describing the Project Planning, to include a discussion of its technical capability, delivery and past performance that will govern this project in response to this RFQ. The proposal submission shall be evaluated using an 80/20 rule, e.g., Technical and Management worth up to 80% and Past Performance worth up to 20%. The document must be submitted electronically to Mr. R. DeWitt Smith at richard.smith2@dhs.gov in Microsoft Word (v2007), Excel or a Adobe pdf file (v8)or lower. The Government reserves the right to award without negotiation. Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the buyer to respond. Questions can be submitted by using the 'Submit a Question' button. Questions not received within a reasonable time prior to close of the solicitation may not be considered. Interested offerors can submit questions until 10:00am EDT on Friday, June 12, 2009. The attachment labeled " hsbp1009q2534_c-tpat_survey_section_b_v1.xls " is strictly for sellers to use as a guide to help determine the total cost of each survey. This document is NOT to be filled out and sent back in, its only utility is to assist seller in formulating their bid.
