- NASA/GSFC has a requirement for logistical services necessary for obtaining,processing, and analyzing ice cores from three glaciers in Svalbard, Norway for thepurposes of Mars analog research during the summer of 2009 for the Signatures of Life inIce (SLIce) project. Specific services required include:1. Ny Alesund expedition support for 2 persons (includes lab space and access tofacilities)2. R/V Lance expedition support for 2 persons for 14 days (includeslab space and access to facilities)a. Safety equipment and training required by Norwegian law in Svalbard for glacier travelby footb. Logistical and personnel support compatible with other ongoing Arctic Mars AnalogSvalbard Expedition (AMASE) operations (i.e., support personnel must be participants ofAMASE in order to support glacier work).3. Arrangement and position of helicopter transport of ice, equipment, and field teamfrom a glacier near Ny Alesund and Friedrichsbreegn glacier in Bockfjord at or aboutAugust 10-13, 2009.4. Arrangements and costs for shipping SLIce gear in storage in Longyearbyen to theremote research station, Kings Bay, in Ny Alesund.5. Access to the same coring equipment (Mark V corer) used in previous AMASE expeditions.6. Guidance in sample collection permitted by the Norwegian laws7. Permits for accessing environmentally protected regions of Svalbard8. Guidance in sample collection based on regional glacier geology and history9. Emergency contacts and assistance during glacier travel NASA/GSFC intends to purchase the items from Earth and Planetary Exploration Services EPX A/S. Other Norwegian companies identified while in Svalbard only provide logisticalsupport for glacial travel & recreation and can not provide logistical support based fromthe R/V Lance, which is solely contracted to EPX for AMASE participants. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Friday - July 17, 2009. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
