- Quanities and Type of Maintenance required. Description ***This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request For Quote (RFQ) and the solicitation number is F2VUJ09127AC01. This acquisition is 100% set aside for small businesses. The 6th Contracting Squadron, MacDill AFB, FL requires the following items: DESCRIPTION OF REQUIREMENT US Special Operations Command (USSOCOM) has a Brand Name or Equal requirement for Intellitactics Software Maintenance (see separate Spreadsheet) and Red Hat software maintenance. USSOCOM requires the ability to maintain and sustain a threat management tool with the capability of providing an Information Assurance (IA) common operating picture (COP) capturing indications and warnings, trend analysis, network defense, IA event correlation, and improved response time. The tool is also used to centralize USSOCOM security logs and monitor security events in support of USSOCOM networks defense-in-depth requirements, as directed by CJCSI 6510.01D, Information Assurance and Computer Network Defense (CND), and support the war fighter in Overseas Contingency Operations (OCO). USSOCOM must be able to correlate security events from multiple IA devices producing a consolidated listing using a common taxonomy to describe events without deploying system agents. USSOCOM must be able to conduct centralized security operations viewing events to and from multiple worldwide locations allowing an analysis of data transported or residing on their Enterprise networks. The software must provide USSOCOM the capability to monitor, investigate, remediate and protect all networks against malicious intrusion, security incidents, and cyber attack, which augment or enable traditional methods of warfare. USSOCOM currently owns the Intellitactics and Red Hat software and only requires software maintenance. If an alternative product is proposed, it must meet all of the following capabilities to be considered: Core Capabilities: The products must meet all of the following requirements: • Meet the standards of DODI 8500.2, Information Assurance (IA) Implementation. • Provide centralized security logs and monitor security events supporting USSOCOM's Computer Network Defenses as directed by CJCSI 6510.01D. • Correlate security evens from USSOCOM's current multiple Information Assurance (IA) devices to provide a common operational picture and not require system agents on current network devices for collection. • Be interoperable with USSOCOM's current Enterprise network solutions. • Provide scalable event correlation and comprehensive trend analysis. • Provide audit log configuration and integration of auditing files from applications, operating systems, and network logs. • Transform logs into security events and prioritize high risk events as actionable alerts. • Consolidate and analyze data from any number of security devices, network, operating systems, databases, and applications without customization. • Provide Agentless data collection, reducing the burden on infrastructure. • Support real-time alerting, incident management, and reporting. • Include software maintenance support to remediate and/or fix any deficiency releases needed to eliminate minor problems occurring after a major release; includes all system and security patches as well as required fixes needed to maintain security compliance with DOD standards. • Provides updates to ensure current signatures and libraries are maintained to meet the day to day threats and vulnerabilities identified as possible risks to network(s). • Provide on-call support to assist in recovery and management of data, files, and services. NOTE: The following list of products, if applicable to this order, must comply with Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C.794d): 1. Desktop and portable computers The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31 effective 20 Apr 2009, DFAR DCN 20090115 and AFFAR AFAC 2009-0318. The North American Industry Classification System code (NAICS) is 423430, Computer and Computer Peripheral Equipment and Software Merchant Wholesellers. The Standard Industrial Classification (SIC) is 5045, Computers and Computer Peripheral Equipment and Software. Numbered Note #1 applies "The proposed contract is 100% set aside for small business concerns. Offers from other than small business concerns will not be considered." A firm fixed price contract will be awarded. This requirement is for a Brand Name "or Equal". Award will be made to the quotation which offers the best value to the government. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (End of clause). PLEASE NOTE: Vendors proposing an alternative must provide a detailed description in their proposal how their product meets all the needed capabilities listed above. Quotes will be evaluated on price. Award will be made to the lowest price offeror that is determined to be technically acceptable IAW DoD 4500.36R. Bidders shall quote on all items or none. Please ensure all quotes are complete and accurate, all information is filled out, and required clauses are complied with, otherwise the quotation will be rejected for being non-responsive. The winning contractor will be issued an award corresponding to this solicitation, candidates must include a phone number and/or email address, be registered on the central contractor registration (CCR), ORCA or provide representations and certifications as found in FAR 52.212-3 and 252.212-7000, and not found ineligible for award on the Excluded Partied List System EPLS.
