- ========================================================================= The following information serves as the second and FINAL Amendment to Sources Sought Solicitation FTA-09-0529. The questions and answers posted below have come in as a result of the initial posting and NO FURTHER QUESTIONS REGARDING THIS SOLICITATION WILL BE ANSWERED. AGAIN, PLEASE NOTE THAT A VENDOR’S LIST WILL NOT BE COMPILED AS A RESULT OF THIS SOURCES SOUGHT. Therefore, if your firm is interested in responding to this notice, please submit your Capabilities Statement as detailed within the solicitation. Thank you, ========================================================================= What is the proper way for a vendor to communicate with the chosen contractor to make them aware of a software package that meets the needs of this solicitation? Answer: After a vendor is chosen, an announcement of award will be posted to FedBiz. What criteria will be used to evaluate prospective responses? Answer: At this stage there are no criteria. Vendors are to identify their "capabilities" in accordance with what is stated in the announcement. Will requirements and technical options identified by FTA be made available to responders? Answer: No Is the Department of Transportation requesting a fixed bid or time and material response? Answer: This is "To Be Determined." The solicitation notes that it will be a "competitive set aside for small businesses only." Are bidders required to be certified as small businesses or do total revenues just need to be below the small business thresholds for the NAICS codes? If certification is required, which agency shall provide the certification? Answer: The only requirement is that prospective bidders be registered in the Central Contractor Registry as a small business. The solicitation states that qualifications are being requested for information and planning purposes only, and that a contract may be awarded as a result of the solicitation. Could you please elaborate on the factors that might influence the FTA's decision to award a contract or not, and the timing of that decision? Answer: This was a sources sought announcement for information and planning purposes. A contract will not be awarded as a result of this particular announcement. FTA will submit an official solicitation. FTA apologizes for the confusion in the verbiage.
