- This Request for Information (RFI) is issued by the NASA HQ Procurement Office toseek sources for leased office and related space near the NASA IV&V Facility located inFairmont, West Virginia to house IV&V Program personnel.The NASA IV&V Program strives to improve software safety, reliability, and quality ofNASA programs and missions through effective applications of systems and software IV&Vmethods, practices, and techniques. The NASA IV&V Program applies software engineeringbest practices to evaluate the correctness and quality of critical and complex softwaresystems throughout the System Development Life Cycle (SDLC).The NASA IV&V Program consists of NASA Civil Service (CS) personnel who perform themanagement functions (inherently governmental duties) of the IV&V Program and contractorpersonnel who perform IV&V activities or IV&V Program support functions. The majority ofthe IV&V Program contractors are either co-located with the CS personnel at the NASA IV&VFacility located in the Fairmont, West Virginia, or near the IV&V Facility. The NASA IV&V Program is seeking to lease quality office and related space consisting ofapproximately 40,000 rentable square feet of space for personnel, furnishings, andequipment. The space will be occupied by NASA IV&V Program personnel and shall be usedprimarily for individual office spaces for contractor personnel and conference / workrooms.All space must be located in the same building. The configuration of the spaceshall provide an efficient utilization of space including accessibility of power andcommunication lines to the individual areas. Space shall be located in a professionaloffice setting. Parking for 175 employees must be available.The space must be capable of being fully accessible to the physically handicapped, mustmeet minimum seismic requirements, and must not lie within a 100-year flood plain orwetland unless the Government has determined it to be the only practicable alternative. The building will be subject to any and all other building or construction rules,regulations, laws and/or ordinances of the local, county, state and federal levels asthey may apply. The offered space must meet Government requirements for Fire and LifeSafety and Handicapped Accessibility. The space must be configurable by NASA to meetNASA Information Technology (IT) and physical access security requirements. NASA isseeking space that provides the best value toward meeting NASAs requirements.The spacemust provide or have available appropriate associated amenities such as rest rooms,stairwells, elevators, heating and air conditioning, access to commercial electricalpower, and telecommunication vendors.Lease TermThe proposed lease term is for three years, but extendable for as long as NASA needsspace and meets the lease agreement terms. Availability to the space for configurationmay be required by September 1, 2009. LocationNASA is seeking space that is as near to the current IV&V Facility as possible, but mustbe within one mile of the IV&V Facility.RESPONSE INSTRUCTIONSInterested offerors shall address the requirements of this RFI by July 24, 2009.Responses must be submitted in writing and include the information below. Responses byother than the owner or manager of a property must include written permission of theowners to offer the space.1. Building name and address.2. Legal description.3. One-eighth inch scale drawing of space offered.4. Square footage offered.5.Method of measurement used to determine rentable square feet.6. Name, address, and telephone number of individual to be contacted.7.
