Description
NAWCADT Industry Day Questions and Answers Draft PWS The Naval Air Systems Command, Aircraft Division, Contracts Department Code 2.5.1.7 at Patuxent River, MD has a requirement for the Naval Air Warfare Center Aircraft Division Tankers (NAWCADT). This is a sources sought as well as a mechanism for obtaining feedback from industry in regards to the general requirements as stated in this synopsis. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The requirement will provide contractor owned and operated aircraft to United States Navy (USN) - Research, Development, Test and Evaluation (RDT&E) customers and other Department of Defense (DoD) agencies for tanking of USN and other US Government agencies projects requiring tanking support. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. a.This requirement will provide contractor owned and operated aircraft to USN RDTE customers and other Department of Defense (DoD) agencies for tanking of USN and other US Government agencies projects requiring tanking support. This contract will address supporting the Naval Air Warfare Center, Aircraft Division with two in-flight refueling tankers to support the following variety of projects: (1) Provide in-flight refueling in support of aircraft development/testing and aircraft systems development/testing. (2) Support V-22 tanking for various branches of service in support of training and movement of aircraft in CONUS and OCONUS. (3) Support FMS tasking. (4) Support fleet training as a supplement aircraft when requested by fleet scheduling agencies. b. The contractor will operate the aircraft from Naval Air Station, Patuxent River, Maryland during the contract period. c. This will be a “dry” contract. The Government will provide fuel to the contractor-owned aircraft. d. This will be a fixed and Variable contract with a non-guarantee for the second asset. The primary aircraft (Type V) will be a guaranteed Fixed cost and Variable hour contracted aircraft. AIRCRAFT Type V (Primary) GUARANTEED FUNDING RANGE minimum 4,350 NM OFF LOAD 6 hour flight with off-load of 65K TANKING ALTITUDES 35K AGL to 5K AGL MINIMUM TANKING SPEED REQUIRMENT of 160K IAS TANKING SYSTEM Approved hose and drogue (basket) refueling system. RADIO 2 UHF (available to pilots and refueling operator 1 VHF radio GPS system TACAN Air-Air RECORDING DEVICES TO SUPPORT TANKING- Video with audio of receiver aircraft entering and leaving the refueling drogue. The secondary aircraft (Type V plus) will NOT have guaranteed funding as that aircraft will provide limited support and tasked as required. The contractor will propose an hourly rate. AIRCRAFT Type V plus (secondary) NO GUARANTEE FLIGHT HOURS RANGE 5,000 NM OFF LOAD 6 hour flight with off-load of 110K TANKING ALTITUDES 35K AGL to 5K AGL MINIMUM REFUELING POINTS Two (2) Refuel 2 aircraft simultaneously TANKING SYSTEM Approved pods with hose and drogue (basket) refueling system. RADIO 2 UHF (available to pilots and refueling operator GPS system TACAN Air-Air RECORDING DEVICES TO SUPPORT TANKING- Video with audio of receiver aircraft entering and leaving the refueling drogue. e. Requested aircraft required to be FAA PART-91 and U. S. Navy NAVAIR tanking certification/airworthy at contract award. f. Any aircraft modifications will require FAA DER of STC airworthiness certification and all testing/documentation will be provided to the Contracting Officer, Government Flight Representative (GFR), and Contracting Officer Representative (COR). Overview The applicable PSC code for this requirement is R499. The applicable NAICS Code for this requirement is 481219. The estimated period of performance is for five years (base & 4 options). This is a new requirement, there is no incumbent. This will be an unclassified contract. The Government will be determining to award a single contract to the offeror who provides the best overall value to the Government. Subcontracting is encouraged. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP).
