Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W912LQ-09-T-0019 issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34. This acquisition is set aside for small businesses under NAICS 339113 with a business size standard of 500 employees. The Virginia Army National Guard is in need of one each adult sized medical training simulator (mannequin) for its Medical Command. This mannequin shall be electronic, computer interfaced and fully interactive to train healthcare professionals to perform life sustaining procedures on patients who have suffered a medical emergency or traumatic event. The minimum specifications are as follows: 1. Realistic, life size mannequin, to include head, all limbs and appendages with full range of motion. 2. Simulator provides full life-signs of a human patient heartbeat, pulse, temperature, breathing, reactive pupils, airway secretions, etc. 3. Intravenous injections can be inserted and managed; injections can be administered. 4. Medication can be administered and symptoms/reactions monitored for improvement, decline, etc. 5. Patient interaction is accomplished through voice input, both computer generated and manual voice input via a wireless microphone. 6. Detachable lower extremities to simulate amputation. 7. Anatomically correct; able to change between male and female genitalia. 8. Limbs must be removable below the joint to simulate amputation. 9. Internal sounds such as bowel, heart, and breath. 10. Pre-loaded simulated clinical experiences for various medical conditions 11. Battery powered with backup. 12. Warranty covering parts and labor for one year from the date of purchase. 13. Portability of the entire simulator package, weight of the adult mannequin no more than 80 lbs. 14. Installation- onsite setup and training of Virginia Army National Guard personnel required. 15. Type of Contract: Firm Fixed Price 16. Evaluation of Quotes: The Government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to this solicitation, is the best value to the government. The following factors will be used to evaluate quotes: 1. Technical Capabilities, including standard features, expandability of features (add-ons), availability of software upgrades, standard scenarios and availability of additional scenarios, technical support, training options, and warranty. 2. Price. 3. Past performance. When combined, technical capabilities and past performance are significantly more important than cost or price. The closing date and time of this solicitation is Friday, 17 July 2009, 02:00 P.M. Eastern Standard Time.
