Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under the authority of FAR6.302-1 to Boreal Laser USA, Inc., 19407 Oil Center Blvd., Houston, TX 77073-3307. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. Boreal Laser USA, Inc. is the only known source that provides a tuned diode open path laser to measure ammonia concentrations at commercial feedyards. The Government requires the same instrument to measure methane, to maintain data integrity and consistency, and to utilize several years of operational experience with this instrument. Specific requirements for this instrument include gas-specific measurement with no interference from other gases, self-calibrating with a permanent calibration reference cell, usable over path lengths of 1 to 1000 meters without requiring phase adjustment or calibration, continuous measurement of ammonia concentration, portability, battery operation because line electricity is not available, and auto light control circuitry to allow continued operation during extreme dust events. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m. CST on August 6, 2009. Such capabilities/qualifications will be evaluated solely on determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to anduin.jaster@ars.usda.gov with the solicitation number referenced in the subject line. The period of performance will be a 12 week delivery after ARO.
