Description
This requirement will be a one (1) year plus four (4) option years Indefinite Delivery Indefinite Quantity (IDIQ) contract for Protective Coating Maintenance at Little Rock AFB, AR. Contractor shall furnish all labor, materials, vehicles, equipment, tools, supervision, transportation, and administration, required to perform protective coating maintenance as described in the Performance Work Statement. Exceptions to work the Contractor may not be required to accomplish include self-help, painting interior and exterior of Military Family Houses (MFH) units, and work which is a part of another contract. The required work shall be on an "as needed" basis at various locations on Little Rock Air Force Base. Contractor will be notified of work requirements by using individual work orders that define the general scope of the work. The services required under this project include, but are not limited to: 1. Application of protective coatings to interior and exterior of base facilities, including attachments, such as but not limited to fences and detached storage buildings. 2. Cleaning of exterior and interior surfaces of base facilities to remove dirt, mildew, fungus and other foreign matter in preparation for protective coatings. 3. Abrasive blasting facility surfaces, as applicable to remove scale, rust, cracked and chipped paint, stains, and other discoloration, as applicable. 4. Layout and striping required for traffic control on streets, parking lots, and aircraft runways, taxiways, and parking areas. 5. Spray-painting for special purpose requirements by the use of air and airless spray methods. 6. Caulking, taping, bedding of gypsum board to repair joints, cracks, & holes. 7. Application of vinyl-coated wall covering to selected surfaces. 8. Manufacture various stencils of varying sizes and specifications. 9. Manufacturing of signs, including hand painted signs of varying sizes and specifications, being applied onto metal, wood, asphalt, and concrete and/or masonry surfaces. Painting Special Graphic Signs, Emblems, and Logos. Signs and graphic displays can range in size from 1" x 1" to 25' x 25' and may be requested on sign backing, building walls, fuel storage tanks and/or water towers. The applicable North American Industry Classification System (NAICS) code for this acquisition is 238320, with a small business size standard of $14,000,000.00. Magnitude of this project is between $1,000,000.00 and $5,000,000.00. This acquisition will be set-aside 100% for HUBZONE firms in accordance with FAR 19.1305. A Firm-Fixed Price (FFP) contract is contemplated. The successful offeror would be selected using Lowest Price Technically Acceptable (LPTA) procedures, resulting in the Best Value to the Government IAW FAR 15.101-2. It is anticipated the solicitation will be issued electronically on or about 22 July 2009 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. Prospective contractors must be registered in the Central Contractor Registration Database prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award.
