Description
Contractor shall provide all labor, transportation, materials, equipment, supplies and supervision to perform the following summary of work located at the Defense Distribution Depot Susquehanna (DDSP), New Cumberland, Pennsylvania. The following summary is for the purpose of general information and is not intended to include and describe every feature or item or to define the scope of work. It is expected that the contractor will attend the site visit and thoroughly familiarize himself with the project. Specifications and drawings will be provided when the solicitation package is issued. Project Description: Replace 25 Ton Air Conditioning Unit, USASAC, Building 54-1 The project consists of performing the following items, but is not limited to the following tasks: 1. Remove existing 25 ton air conditioning unit. 2. Furnish and install a new 25 ton air conditioning unit. 3. Balance the air conditioning system. 4. Perform electrical work as required. 5. Perform structural work as required. 6. Clean the interior of the existing supply and return ductwork and the surface of the existing heat coil. All work shall be performed complete and in accordance with the specifications and drawings. The work shall be coordinated such that sufficient air conditioning and/or heating is always available to allow continuous operation. Dust cover or protective enclosures must be provided to protect the Government property located in the work area during the construction period. Any damages to Government property shall be repaired or replaced by the contractor at its own expense. Working Hours: Regular working hours shall be between 0730 and 1630, Monday through Friday, excluding Government holidays. Regular working hours to perform the crane lifting for the removal and installation of the air conditioning unit and the cleaning of the ductwork and the heating coil shall be between 0600 and 1800, Saturdays and Sundays, excluding Government holidays. Work outside regular working hours requires written approval of the Contracting Officer. Period of Performance: Contractor shall commence work upon receipt of the Notice to Proceed (NTP) and complete the entire work ready for use within 60 calendar days after receipt of Notice to Proceed. A pre-construction conference will be held approximately 7 days after NTP. Initial submittals indicated on the Technical Submittal Registers will be provided to the Government Contracting Officer Representative (COR) at this time. Exceptions to this submittal delivery requirement may be for materials that have a long-lead time. This acquisition is set-aside 100% for small businesses pursuant to the Small Business Competitiveness Demonstration Program Act of 1988, Public Law 100-656 (15 U.S.C. 644 note). Contract award will be issued pursuant to the Small Business Competitiveness Demonstration Program. The NAICS Code for this procurement is 238220. The small business size standard is $14,000,000.00. The magnitude of this construction project is between $25,000 and $100,000. This requirement is being issued subject to availability of funds. At this time the agency does not have funding available. It is expected that funding will be available within sixty (60) days of the bid opening date. No award will be made without funding. The tentative timeframe for issuance of Invitation for Bid (IFB) SP3300-09-B-5010 for the above stated requirement is on or around July 21, 2009. A pre-proposal/site visit will be conducted. The exact date and time for the pre-proposal/site visit will be stated in the solicitation package. The solicitation will also establish the date and time for receipt of bids. Access to the solicitation package to include the specifications and drawings will only be made available to prospective bidders via the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov. Hard copies of the solicitation will not be distributed. Any questions concerning this project should be directed to the Contract Specialist Elizabeth Marcotte at Elizabeth.marcotte@dla.mil. All questions should be submitted in writing via email to the above. Prospective bidders are cautioned concerning their responsibility to access the website for any amendments that may be issued under the IFB. There will be no advance notification of amendment issuance. Prospective bidders are advised to consult the website frequently to check for any amendments. Amendments may be issued up until the bid opening. Failure to acknowledge amendments may render your bid ineligible for award. To receive awards resulting from solicitations issued after May 31, 1998, your company must be registered in the DoD Central Contractor Registration (CCR) database. Contractor may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http:// www.ccr.gov. Prospective contractors shall also complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the CCR database. All responsible small business concerns may submit a bid which shall be considered by this agency. The Government intends to award one contract as a result of this IFB. Award will be made to the lowest responsive, responsible bidder. A bidder must be determined responsible according to the standards of FAR Subpart 9 to be eligible for award.
